بررسی و تبیین حکمرانی شایسته در رویکرد حکمرانی نظام جمهوری اسلامی ایران

حکومت به عنوان یکی از نیازهای اساسی برای فراهم نمودن کمال انسانی در دین اسلام می باشد که بایستی ابعاد سیاسی و اجتماعی آن از منظر قرآنی بررسی گردد. تحلیلی از معنای دقیق حکمرانی در تعالیم اسلام، شاخص‌های قرآنی حکومت کردن مطلوب با مطالعه آیات قرآن کریم، اهمیت عدالت به عنوان یک رویکرد مهم در حکومت امروزه و همچنین پارادایم «حکمرانی خوب» به عنوان یک شیوة رایج و مسلّط برای ادارة جامعه در سطح جهان بوده و متفاوت از دولت و حکومت است. در این نوشتار، ابتدا «حکمرانی خوب و حکمرانی شایسته» و شاخص‌های آن با روش «توصیفی – تحلیلی» بررسی و سپس «حکمرانی شایسته» و شاخص‌های آن در انقلاب اسلامی تجزیه و تحلیل شده و در نهایت، تعدادی از شاخص‌های حکمرانی شایسته از ساختار نظام جمهوری اسلامی ایران با شاخص‌های حکمرانی خوب از دیدگاه دینی و اسلامی، نهادهای بین‌المللی و اندیشمندان مقایسه تطبیقی گردیده است. بررسی پنج شاخص اصلی و اساسی در حکمرانی که شاخص های یکسانی می باشد که بر حسب معنا و مبنا متفاوت می باشد. محتوای دیدگاه های نظری حکمرانی خوب مبتنی بر انسان محوری، دنیاگرایی و ماده گرایی است، ولی حکمرانی شایسته مبتنی بر خدا محوری است، اگرچه به ماده و معنا و دنیا و آخرت هر دو به صورت همزمان توجه دارد.

Study and explanation of proper governance in the governance approach of the Islamic Republic of Iran

Government is one of the basic needs to provide human perfection in Islam, the political and social dimensions of which must be examined from a Qur’anic perspective. In this article, first &good governance and good governance& and its indicators are studied by &descriptiveanalytical& method and then &proper governance& and its indicators in the Islamic Revolution are analyzed and finally, a number of indicators of good governance from the structure The system of the Islamic Republic of Iran has been compared with the characteristics of good governance from the religious and Islamic point of view, international institutions and thinkers. Examining the five main and basic indicators in governance, which are the same indicators that differ in meaning and basis. The content of theoretical views of good governance is based on humancentered, secularism and materialism, but good governance is based on Godcentered, although it pays attention to matter and meaning and the world and the hereafter both simultaneously.
