بررسی دیپلماسی ‌عمومی فدراسیون روسیه در آسیای مرکزی (2016-2000)

باتوجه به اهمیت روزافزون و نقش‌آفرینی موثر دیپلماسی‌عمومی در سیاست بین‌الملل، کشورها سعی در استفاده‌بردن هرچه بیشتر از این ابزار جهت پیش‌برد منافع سیاسی خود دارند و به این منظور در زمینه‌هایی چون قدرت نرم، دیپلماسی دیجیتال، دیپلماسی‌گردشگری، قدرت هوشمند و ... برای تقویت دیپلماسی‌عمومی خودشان سرمایه‌گذاری می‌کنند. این مقاله ابتدا به بررسی دیپلماسی‌عمومی روسیه و نقاط ضعف و قوت آن‌ در زمینه‌های مختلف و میزان فعالیت و توفیق و عدم توفیق آنها در حیطه‌‌های مختلف دیپلماسی ‌عمومی می‌پردازد و نشان می‌دهد چطور روسیه سعی در استفاده و سود بردن از مزیت‌های خود در دنیای دیپلماسی عمومی دارد. دیپلماسی عمومی فدراسیون روسیه در زمینه‌های مختلفی همچون زبان، فرهنگ، تمدن، دانش زبان دوم و پیشینه تاریخی و ... در آسیای مرکزی مورد بحث و بررسی قرار گرفته و نقاط ضعف و قوت هرکدام از آن‌ها در هر زمینه بررسی شده. در این راستا، این مقاله درصدد پاسخ به این سوال است که مهم‌ترین جنبه های دیپلماسی‌عمومی روسیه در آسیای مرکزی در دوره بین سال های 2000تا 2016 چیست؟ بر این اساس فرضیه این مقاله بیان می دارد روسیه بیشتر بر پیشینه فرهنگی و تمدنی مشترک با آسیای مرکزی برای پیش برد دیپلماسی عمومی خود در این منطقه تاکید می‌کند. روش پژوهش مبتنی بر راهبرد پژوهشی توصیفی تحلیلی است.

Survey of Russian Diplomacy in Central Asia in Public Diplomacy (20162000)

Given the increasing importance and effective role played by public diplomacy in international politics, countries are increasingly using this tool to advance their own political interests, in areas such as soft power, digital diplomacy, tourism diplomacy, smart power and ... Public diplomacy is investing itself. This article first examines Russia’s public diplomacy and its strengths and weaknesses in various fields and their success and failure in various areas of public diplomacy and shows how Russia seeks to exploit and benefit from its advantages in the public diplomacy world. The public diplomacy of the Russian Federation has been discussed in various fields such as language, culture, civilization, second language knowledge and historical background, etc. in Central Asia and each of its strengths and weaknesses has been examined in each field. In this regard, this article seeks to answer the question of what are the most important aspects of Russian public diplomacy in Central Asia between 2000 and 2016? On this basis, the hypothesis of this paper states that Russia emphasizes more on the cultural and civilizational background shared with Central Asia in order to further its public diplomacy in the region. The research method is based on a descriptiveanalytical research strategy.
