تحول در مفهوم نظم بین الملل

مفهوم نظم بین الملل در نظریات مختلف روابط بین الملل تعاریف متفاوتی را به خود گرفته است. هر کدام از این نظریات بر مبنای مفاهیم هستی شناسی و معرفت شناسی خود تعریف از نظم بین الملل را ارائه می‌دهند. پارادایم واقع گرایی موازنه قدرت و هژمونی را از عوامل تعیین کننده و شکل دهنده نظم بین الملل می‌داند؛ در حالی که پارادایم لیبرال نظم بین الملل را بر گرفته از بازار آزاد، رژیم‌ها، نهادها و سازمان‌های بین المللی می‌داند. مکتب انگلیسی از یک طرف بر مفاهیم واقع گرایی از قبیل جنگ، موازنه قوا و مدیریت قدرت‌های بزرگ در شکل دهی به نظم بین الملل تاکید می‌نماید و از طرف دیگر بر مفاهیمی از قبیل هنجارها و ارزش‌های مشترک در شکل دهی به نظم بین الملل تاکید می‌نماید و نظم بین الملل را یک نوع برساخته اجتماعی در بین دولت ملت‌ها بر می‌شمرد. بر مبنای این تغییر و تحولات سوالی که مطرح می‌شود این است که تحول مفهوم نظم بین الملل بر اساس عوامل شکل دهنده و دامنه آن، چگونه بوده است؟ فرضیه این پژوهش بر این است که در تحول مفهوم نظم بین الملل عامل شکل دهنده آن علاوه بر دولت‌ها به سمت بازیگران دیگر نیز کشیده شده است و دامنه آن نیز از قدرتهای بزرگ به سمت دیگر دولت‌ها و حتی بازیگران فروملی و انسان‌ها کشیده شده است.

Evolution in the Concept of International Order

The concept of international order in different theories of international relations has different definitions. Each of these theories, based on their ontological and epistemological concepts, provides a definition of international order. The paradigm of realism regards the balance of power and hegemony as the decisive and shaping elements of the international order, while the liberal paradigm considers the international order to be free from free markets, regimes, institutions and international organizations. On the one hand, the English school emphasizes the concepts of realism such as war, the balance of power and the management of great powers in shaping the international order, and on the other hand, it emphasizes the concepts of common norms and values ​​in shaping the international order, and The international order is regarded as a kind of social fabric among the governments of nations. On the basis of these changes, the question that arises is how the concept of international order has evolved based on its constituent factors and scope. The hypothesis of this study is that in the evolution of the concept of international order its shaping factor has been extended to other actors in addition to states and its scope has been extended from great powers to other states and even pheromonal and human actors.
