بررسی فرایند همگرایی در سازمان همکاری‌های اقتصادی اکو

فرایند جهانی شدن اقتصاد وآثار آن بر زندگی ملل مختلف در سالهای اخیر موجب شده است تا دولتها با حساسیت ویژه‌ای به شناخت همه جانبه این پدیده و اتخاذ تصمیمات مناسب برای بهره گیری از فواید و کاهش مضار آن همت گمارند، چرا که دستیابی به توسعه پایدار و متوازن، نیازمند توجه به توسعه‌ای جهانشمول است. و برای ایجاد رفاه عادلانه و بهبود اقتصادی در جوامع، باید فرایند جهانی شدن را هدایت کرد. از سوی دیگر، مدیریت بهتر این فرایند مشارکت فعالانه دولتها، بخصوص کشورهای در حال توسعه را در تصمیم گیریهای بین المللی می‌طلبد و چنین مشارکتی تنها در قالب همکاری های منطقه‌ای امکانپذیر است. سوال اصلی که این مقاله در مقام پاسخگویی به آن برآمده علل همگرایی و واگرایی در میان اعضای تشکیل دهنده سازمان همکاری‌های اقتصادی اکوست. فرضیه پژوهش حاضر نشان می‌دهد که مشکل بنیادی اکو نبود زمینه و امکانات لازم برای همکاری اقتصادی نیست، بلکه نبود اراده سیاسی و زیر ساخت‌های نهادی برای پویاسازی این سازمان است. برای افزایش همگرایی در اکو راهبردهایی پیشنهاد می‌شود، از جمله تقویت دبیرخانه اکو و افزایش شمار کارشناسان آن، ایجاد بستر مناسب برای فعالیت بخش خصوصی در راستای ایجاد همگرایی بیشتر، و با توجه به اینکه شبکه ترابری مهمترین مزیت نسبی برای کشورهای عضو است، پیشنهاد می‌شود که کشورهای عضو با بستر سازی نهادی، امکان سرمایه گذاری مستقیم خارجی را در این حوزه فراهم آورند.

Investigation of the Convergence Process in ECO Economic Cooperation Organization

The process of globalization of the economy and its impact on the lives of different nations in recent years has made governments particularly keen on recognizing this phenomenon and making the right decisions to reap the benefits and mitigate it, in order to achieve sustainable development and Balance requires attention to universal development. And for the sake of equitable prosperity and economic recovery in societies, the process of globalization must be guided. On the other hand, better management of this process requires the active participation of governments, especially developing countries, in international decisionmaking, and such cooperation is only possible through regional cooperation. The main question that this article addresses is the causes of convergence and divergence among the constituent members of the ECO. The hypothesis of the present study shows that the fundamental problem of the eco is not the lack of the necessary facilities and opportunities for economic cooperation, but the lack of political will and institutional infrastructure to dynamize the organization. Strategies are suggested to increase convergence in the ECO, including strengthening the ECO Secretariat and increasing the number of its experts, creating a suitable framework for private sector activity to further convergence, and given that the transport network is the most important comparative advantage for member states. Institutionalized Member States should allow foreign direct investment in this area.
