توسعه سیاسی؛ بحران مشروعیت و کارآمدی در ایران و حکمرانی خوب؟

جمهوری اسلامی ایران به مثابه یکی از آخرین نظامهای سیاسی - ایدئولوژیک بازمانده از قرن بیستم برغم تفاوت با فضای جدید حاکم بر عرصه ملی و بین المللی به حیات خود ادامه می دهد. بی شک ادامه این روند مستلزم انطباق نظام با الزامات جدید جامعه جهانی ازجمله پارادایم توسعه سیاسی است. اما با گذشت چهار دهه از عمر حکومت جمهوری اسلامی ایران به نظر می رسد که نظام با دو بحران عمده مشروعیت و کارآمدی مواجه است. این بحران ها موجودیت نظام را هدف قرار داده و به تدریج در حال قوام و تقویت می باشند. با توجه به این موضوع، سوال اصلی که مطرح می گردد این است که دلایل بروز بحران مشروعیت و بحران کارآمدی در نظام سیاسی جمهوری اسلامی ایران کدامند؟ و راهکار خروج از این بحران ها چیست؟ فرضیه اصلی در پژوهش حاضر این است که جامعه ایران جامعه ای در حال گذار از سنت به مدرنیته است، چنین جوامعی برای پذیرش مدرنیته نیازمند به نوسازی و تغییر هستند. مقاومت نظام سیاسی در برابر تغییر و رویارویی دولت با جامعه اصلی ترین علت بروز بحران هایی مانند مشروعیت و کارآمدی است، بهترین راهکار خروج از این بن بست نیز کاربست حمکرانی خوب است. برای تبیین بهتر موضوع پژوهش حاضر از نظریه بحران های توسعه سیاسی لوسین پای و تجمیع این بحران ها ذیل دو عنوان کارآمدی و مشروعیت استفاده شده است. روش پژوهش تبیینی- تحلیلی است و داده ها از منابع کتابخانه ای جمع آوری شده اند.

Political Development; Iran Efficiency and Legitimacy Crisis’s and Good Governance

Islamic Republic of Iran as one of the last politicalideological system in the 20th century is continuing to exist despite of its differences with the new dominant national and international environment. Without a doubt continuous of this procedure requires adoption of the system to the necessities of new world community such as political development paradigm. However, after four decades of life of Islamic republic of Iran, it seems that the system is countering two major crises of legitimacy and efficiency. These crises’ have targeted the existence of the system and gradually are strengthening. Accordingly, the main question of this research is that what are the reasons of the efficiency and legitimation crisis’s in the political system of Islamic Republic of Iran? And what are the solutions? The hypothesis is that Iran’s society is transitional from tradition to modern society. Such a society requires change and renovation for accepting modernization. Resistance of the political system against change and the government encountering with the society are the main reasons of the efficiency and legitimation crisis’s. the best solution for the existing crisis is applying good governance. For analyzing the research subject Lucian Pye’s theory of political development crisis’s was utilized. The research method is analytical –explanatory and the data’s were collected through library resources
