Policy making as a field of knowledge is a sub-category in social sciences. its functional theories with their major role in institutionalizing the bases of modern culture and civilization, is affected seriously by theories' origins and principles. hence we should say modernist learning's such as objectivity, rationality and development have formalized the implementation and assessment of policies. the present article besides deconstructing policy's implementation and assessment theories in modernist paradigm is to discuss these theories in a postmodern context.
