ماموریت‌گرایی و مساله‌ی تعریف ماموریت‌های پژوهشی: پایین_به‌بالا و بالا_به‌پایین

در سال‌های اخیر، پیاده‌سازیِ سیاست‌های نوآوریِ ماموریت‌گرا با هدف حل چالش‌های اجتماعیِ عمده، در کشورهای مختلفی دنبال شده است. توجه به پیاده‌سازیِ این سیاست‌ها به افزایش بحث‌های نظریِ حولِ این سیاست‌ها و مسائل مختلفِ آن نیز انجامیده است. یکی از معضلات سیاست‌های نوآوریِ ماموریت‌گرا مسئله متمرکز بودنِ تشخیص چالش‌های عمده و تعریف ماموریت‌هاست. این تصور وجود دارد که در سیاست‌های نوآوریِ ماموریت‌گرا، تشخیص چالش‌ها و تعریف ماموریت‌ها باید به‌طور متمرکز و بالا−به پایین انجام شود. رهیافت بالا−به پایین در تعریف ماموریت‌ها از جهات مختلفی موردانتقاد قرار گرفته است. درعین‌حال، از دیدگاه برخی از پژوهشگران هرچند بالا−به پایین بودن را می‌توان ویژگیِ سیاست‌های نوآوری ماموریت‌گرای سنتی دانست، این مطلب در مورد سیاست‌های نوآوری ماموریت‌گرای جدید صادق نیست که هدف اصلی آن حل چالش‌های اجتماعیِ عمده است و این سیاست‌ها جنبه‌های اشاعه‌گرایانه و پایین−به بالا دارند. باوجوداین، نقدهایی نیز بر رهیافت بدیل پایین−به بالا در تعریف ماموریت‌ها وارد است. در این مقاله، پس از بررسی نقدهای وارد بر رهیافت‌های بالا−به پایین و پایین−به بالا در تعریف ماموریت‌های پژوهشی، و با تکیه بر شرایط لازم برای ماموریت‌های پژوهشی، رهیافتی تلفیقی برای تشخیص چالش‌ها و تعریف ماموریت‌ها پیشنهاد می‌شود که به اشکالات رهیافت‌های بالا−به پایین و پایین−به بالا دچار نیست.

mission-orientation and the issue of defining research missions: bottom-up and top-down

in recent years, implementing mission-oriented innovation policies to address grand societal challenges has been pursued in various countries. as a result, there has been a substantial increase in theoretical discussions about the policies and related issues. one difficulty with mission-oriented innovation policies is their centralized character in challenge identification and mission definition. identifying grand challenges and defining missions within a mission-oriented innovation policy are seen as centralized and top-down. there are several objections to the top-down approach to defining missions. some researchers also argue that although traditional mission-oriented innovation policies embed a top-down approach in defining missions, it is not the case with modern mission-oriented policies that aim to address grand societal challenges and have diffusion-oriented and bottom-up aspects. however, the alternative bottom-up approach is also subject to several objections. in this paper, after considering the objections the top-down and/or bottom-up approaches encounter, a combined approach to challenge identification and mission definition is proposed based on the requirements a research mission should fulfill, which does not face the problems of the existing approaches.
