چکیده
|
تصمیمگیری را جوهره اصلی حکمرانی و مدیریت می‌دانند. هر تصمیمی بهطور هدفمند از میان گزینههای احتمالی متفاوتی گرفته میشود؛ امّا در زمان پیادهسازی توان آن را دارد تا آینده سازمان و کلیۀ ذی‌نفعان خود را دستخوش تغییرات بسیاری کند. ازاینرو، علم تصمیمگیری به علمی بیبدیل برای خطمشیگذاران و مدیران چه در بخش خصوصی و چه در بخش دولتی تبدیل شده است. بخشی از این علم متمرکز بر روشها و فنون تصمیمگیری است. یکی از روشهای مفید در تصمیمگیری که مورد اقبال مدیران و خطمشیگذاران در سراسر دنیا قرار گرفته است، «روش تحلیل اهمیت−عملکرد» است. این روش به خطمشیگذاران در مورد ارزشیابی خطمشیها و به مدیران در مورد ارزیابی راهبردی کمک شایان توجهی میکند. مطالعۀ حاضر به فهم مبانی فلسفی این روش، عناصر اصلی و اسلوب اجرایی آن با به‌کارگیری نرم‌افزار spss 23 میپردازد. نقدهای موجود بر این روششناسی و ارائه رهنمودهایی برای بهبود عملکرد این روش، بخش پایانی این مقاله را دربرمیگیرد.

Abstract
|
decision-making is considered to be the main essence of governance and management. every decision is purposefully made from among different possible options, but during implementation, it has the power to change the future of the organization and all its stakeholders. therefore, the science of decision-making has become an irreplaceable science for policy makers and managers, both in the private and public sectors. part of this science focuses on decision-making methods and techniques. one of the most useful decision-making methods that has been favored by managers and policy makers around the world is the &importance -performance analysis technique&. this technique helps policy makers in evaluating policies and managers in strategic appraisal a lots. the present study understands the philosophical foundations of this technique, its main elements and practical procedure using spss 23 software. criticisms of this methodology and guidelines for improving the performance of this technique are the final part of this article.
