عدالت توزیعی در بودجه عمومی سلامت: استان هرمزگان و مناطق همجوار

بهبود عادلانه‌ی وضعیت سلامت در مناطق مختلف، اهمیت ویژه‌ای در توسعه‌ی متوازن و پایدار کشور دارد. تحقق این امر، مستلزم رفع نابرابری‌ها، به‌ویژه از منظر تخصیص منابع است. بررسی شاخص‌ها نشان می‌دهد که استان هرمزگان، علی‌رغم نیاز به بهره‌مندی بیش‌تر از منابع عمومی در بخش بهداشت و درمان، از بودجه‌ی هزینه‌ای کمتری نسبت به استان‌های هم‌جوار برخوردار شده است. پیش‌نهاد می‌گردد در زمان تنظیم و تصویب لایحه‌ی بودجه، ضمن اختصاص اعتبارات عمرانی ویژه، جهت تسریع در بهره‌برداری از پروژه‌های زیربنایی بخش بهداشت و درمان در هرمزگان، عدالت توزیعی در بودجه عمومی سلامت برای این استان مورد توجه جدی قرار گیرد. همچنین، تدوین و انتشار شفاف شاخص‌های عدالت در توزیع منطقه‌ای بودجه، در کنار ارقام و جداول، زمینه را برای پاسخ‌گویی هرچه بیش‌‌تر قانون‌گذاران و مجریان فراهم می‌کند.

distributional equity in public health budget: hormozgan province and neighbouring regions
