ارتقای فرآیندهای آموزشی، پژوهشی و پشتیبانی با استفاده از رویکرد مدل و نشانه‌گذاری فرآیند کسب و کار (bpmn) و زمان‌سنجی در شرایط عدم اطمینان: مطالعه اقدام‌پژوهی در دانشگاه علوم پزشکی تبریز

مقدمه: مطالعه حاضر با هدف طراحی سیستم مدیریت فرآیندهای آموزشی، پژوهشی و پشتیبانی دانشکده مدیریت و اطلاع‌رسانی پزشکی تبریز از طریق مدیریت فرآیندهای کسب و کار صورت گرفته است.روش‌کار: در ابتدا با استفاده از رویکرد اقدام‌پژوهی فرآیندها و فعالیت‌های منتسب به آنها شناسایی و مستند شده و طی چند مرحله بحث گروهی و مصاحبه فردی فرآیندهای فاقد ارزش افزوده حذف شدند. سپس با استفاده از یک مطالعه زمان‌سنجی، زمان مشاهده شده ثبت شده و از طریق معیارهای پیشنهادی وستینگهاوس ضریب عملکرد، زمان نرمال و استاندارد تعیین شد. به ‌منظور برخورد با شرایط فقدان اطمینان، مقادیر زمان‌سنجی با استفاده از منطق فازی استخراج شده و سپس از طریق فازی‌زدایی مقادیر حقیقی به شکل میانگین محاسبه شد. از نر‌م‌افزار bizagi-modeler برای مستند‌سازی فرآیندها و از نرم‌افزار excel و spss برای انجام محاسبات استفاده شد.یافته‌ها: تعداد 3.729 فعالیت در قالب 384 فرآیند شناسایی و به مرحله زمان‌سنجی وارد شدند. میانگین و انحراف معیار پیشنهادی وستینگهاوس برای مراکز فرآیند، ضریب عملکرد، زمان نرمال و استاندارد 12.26, 56.6 و 57.35 دقیقه نشان داد. بر اساس جمع‌بندی جلسات کمیته‌های ارتقای فرآیند، یکی از دلایل مهم تآخیر فرآیندها در مدیریت روزمره در زمان پیک‌کاری، پیچیدگی و تغییرات بالای فعالیت‌ها بود.نتیجه‌گیری: استفاده از رویکرد مدل و نشانه‌گذاری فرآیند کسب و کار به همراه تقویت زیرساخت فناوری اطلاعات، دانشگاه‌ها را در تحقق اهداف تحول آموزش پزشکی با تدوین سامانه‌های مدیریت عملکرد و هزینه کمک می‌کند. فرآیندهای جاری در دانشکده‌ها وابستگی بالایی به فرآیندهای سطح ستاد دارد که می‌تواند با تفویض اختیار بیشتر، از پویایی بیشتری برخوردار باشد.

improving educational, research and support processes based on business processs modeling no-tation and timing under uncertainty: an action research study at tabriz university of medical sciences

introduction: the current study aimed to design an educational, research, and support process management system for the school of management and medical informatics of tabriz using business processes management.methodology: following an action research design, related processes and activities attributed were identified. then, by implementing several group discussions and individual interviews, only value-added processes were kept. then, using a timing study, the observed time was recorded and using westinghouse criteria, factors of performance and normal and standard time were determined. to address uncertainty, the timing was extracted using fuzzy logic. afterward, real values were calculated as a mean using de-fuzzing. bizagi-modeler software and excel were used to document the processes and to perform the calculations, respectively.results: a total of 3729 activities were identified in the form of 384 processes, which all were entered the timing stage. according to westinghouse, the proposed mean for process centers, performance coefficient, and normal and standard time was 12.26, 56.6, and 57.35 minutes, respectively. according to the meetings of the improvement committees, one of the important reasons for the delayed processes management during the peak operation was changes in the activities.conclusion: using the business process model and notation along with strengthening information technology infrastructure can help universities in achieving the goals of medical education by developing performance and cost management. currently, due to operational processes, schools are highly dependent on headquarters. nevertheless, they can be more dynamic by delegating more authority.please cite this article as follows: mirzaei nasirabad j, zeynali m, mahboub ahari a, baradaran hasanzadeh r. improving educational, research and support processes based on business processs modeling notation and timing under uncertainty: an action research study at tabriz university of medical sciences. hakim health sys res.2020;20(3); 367-378.  *corresponding author: health services management research center, tabriz university of medical sciences, tel: (+98)4133251378, fax: (+98)4133351048, e-mail:aharia@tbzmed.ac.ir
