شناسایی چالش‌های توسعه کسب‌ و کارهای سلامت الکترونیک؛ یک مطالعه کیفی

مقدمه: با توسعه روزافزون ارائه‌دهندگان و کاربران خدمات سلامت الکترونیک، نیاز به تدوین استراتژی‌ها و قوانین سازگار با فناوری‌های در حال تحول ضرورت یافته است. شناخت وضعیت موجود از طریق شناسایی چالش‌ها در بخش‌های مختلف، می‌تواند اطلاعات مفیدی در زمینه قانون‌گذاری در اختیار سیاست‌‌گذاران قرار دهد. روش‌کار: در مطالعه حاضر که یک مطالعه کیفی بود، داده‌ها از طریق مصاحبه با 10 نفر از مدیران کسب ‌و کارهای حوزه سلامت الکترونیک به دست آمد. نمونه به صورت هدفمند در سال 1401 از میان گروه‌های متنوع ارائه‌دهنده خدمات پزشکی از راه دور، اطلاعات آنلاین سلامت، سلامت همراه و داروخانه‌های آنلاین انتخاب شد. تحلیل داده‌ها به روش تحلیل محتوای متعارف و با استفاده از نرم‌افزار maxqda نسخه 10 انجام شد. یافته‌ها: پس از تجریه‌ و تحلیل داده‌ها، 29 کد مربوط به چالش‌های قانونی و اخلاقی به دست آمد. این موارد در 8 دسته اصلی نظارت و قانون‌گذاری، پاسخگویی و مسئولیت‌پذیری، صلاحیت، نظرات کاربران، سوپراپلیکیشن‌ها، استاندارد مراقبت، مزایای بیمار، داده‌ها و سوابق بیمار طبقه‌بندی و در هر مورد پیشنهاد‌هایی ارائه شد. نتیجه‌گیری: نتایج نشان داد در زمینه حکمرانی سلامت الکترونیک، چالش‌هایی وجود دارد که باید مورد توجه سیاست‌‌گذاران قرار گیرد. مسائل قانونی از اصلی‌ترین موانع و چالش‌های پیش روی کسب ‌و کارهای این حوزه است. اگر کسب ‌و کارهای اخلاقی و قانونی از رقابت خارج شوند، ممکن است کاربران به دنبال دریافت خدمات آنلاین از ارائه‌دهندگان غیرمجاز یا غیرحرفه‌ای باشند. این امر می‌تواند مشکلات جدی برای نظام سلامت ایجاد کند.

identifying the challenges of developing e-health businesses; a qualitative study

introduction: with the ever-increasing development of providers and users of electronic health services, the need to formulate strategies and laws compatible with innovations has become necessary. understanding the current situation through the identification of challenges in different sectors can provide useful information in the field of legislation for policy makers.methods: the present study was qualitative research. the data was obtained through interviews with business managers in the field of e-health. purposeful sampling was performed in 2022 among service providers include provider of telemedicine services, online health information, mhealth and online pharmacies. data were analyzed using standard qualitative content analysis with maxqda v.10 software.results: after analyzing the data, 29 codes related to legal and ethical challenges were obtained. these items were classified into 8 main categories: regulatory and legislation, responsiveness and responsibility, competence, user opinions, super applications, standard of care, patient benefits, patient data and records. suggestions were also provided in each case.conclusion: in the field of electronic health governance, there are challenges that should be addressed by policy makers. legal issues are one of the main obstacles and challenges for businesses in this area. if ethical and legitimate businesses are out of competition, users may seek online services from unlicensed or unprofessional providers. this creates serious problems for the health system.
