ایمنی محصولات کشاورزی: چالش های اعمال حاکمیت در یک موضوع بین بخشی سلامت

ایمنی غذا نقش موثری در سلامت افراد جامعه دارد. انواع محصولات کشاورزی، بخش مهمی از غذا را تشکیل می دهد و در فرهنگ غذایی جامعه ایرانی جایگاه ویژه‌ای دارد. از این رو، توجه به سلامت این محصولات حائز اهمیت است. تامین غذای سالم از وظایف حاکمیتی بوده و در کشور ما مورد تاکید قرار گرفته است. در حال حاضر، قوانین متعدد و پراکنده‌ای برای کنترل عوامل موثر بر فرآیند کشاورزی سالم از جمله آب، خاک، کود و سم به تصویب رسیده و سازمان‌های مختلفی به عنوان مسئول اجرای این قوانین تعیین گردیده است؛ وضعیتی که به چالش‌های عدیده در زمینۀ همکاری بین‌بخشی و پاسخگویی سازمان‌های مسئول دامن می‌زند. به منظور ارتقای هرچه بیشتر سلامت محصولات کشاورزی، بهره‌گیری از رویکردی کل‌نگر در شفاف‌سازی و ادغام هرچه بیشتر قوانین و یکپارچه‌سازی مسئولیت‌ها در یک سازمان متولی ضروری به نظر می‌رسد.

food safety has an essential role on people’s health. agricultural products of any kind constitute a big part of food; and have a special place in iranian food culture. therefore, considering safety in these products is of great importance. providing healthy food is a government responsibility emphasized in our country legislation. currently, there are various dispersed acts and regulations approved for controlling factors affecting healthy agriculture, like water, soil, fertilizers, and pesticides. also, different organizations have been determined responsible for enforcing legislations. the situation induces many challenges regarding inter-sectoral cooperation and accountability of responsible organizations. it is necessary to adopt a holistic approach to more clarify and merge related regulations; and integrate responsibilities in one accountable organization. so that, agricultural products’ safety would be more guaranteed.
