ارتقای هیات امنای دانشگاه‌های علوم پزشکی ایران از منظر خبرگان

مقدمه: هیات امنا بالاترین رکن دانشگاه‌های علوم پزشکی است. قانون تشکیل هیات امنای دانشگاه‌ها و موسسات آموزش عالی از سال 1370 اجرایی شد. بنابر بررسی‌های پژوهشگران تحقیق حاضر، تعداد مطالعات پیرامون هیات امنا و ابعاد مختلف آن در داخل و خارج کشور اندک بود. هدف پژوهش حاضر، ترسیم نقشه‌ی مفهومی در مسیر ارتقای هیات امنا از منظر خبرگان بود.روش کار: پژوهش حاضر به‌لحاظ هدف، کاربردی و از نظر روش، کیفی با روی‌کرد تحلیل محتواست. تعداد مصاحبه‌شونده‌ها 14 تن بود. با هم‌کاری گروه پژوهشگران، مراحل تحلیل متن مصاحبه‌ها انجام شد. سپس، براساس مقوله‌ها و زیرمقوله‌ها، پرسش‌نامه‌ی مرحله‌ی اول دلفی طراحی شد. پس از اخذ نظرات خبرگان، مرحله‌ی دوم دلفی اجرا شد.یافته‌ها: چالش‌های مهم و بخشی از راه‌حل‌ها در مسیر تعالی هیات‌های امنای دانشگاه‌ها از نظر خبرگان در هشت مقوله دسته‌بندی شد: 1 فرایند انتصاب اعضای هیات‌ امنا (شایسته‌گزینی)؛ 2 عدم‌جدیت در ارزیابی مداوم اعضای هیات امنا (شایسته‌داری)؛ 3 بازنگری در توانمندسازی مستمر اعضای هیات امنا مبتنی‌بر نیاز‌سنجی آموزشی (شایسته‌پروری)؛ 4 انتخاب دبیر هیات امنا و رییس موسسه (شایسته‌سالاری) 5 کمبود عوامل انگیزشی (مادی و معنوی) در اعضای هیات امنا؛ 6 عدم‌شفافیت در نقش‌های هیات امنا؛ 7 عدم‌شفافیت در نقش‌های وزارت بهداشت، درمان و آموزش پزشکی مرتبط با هیات امنا و 8 عدم‌پاسخ‌گویی به ذی‌نفعان.نتیجه‌گیری: ارتقای هیات امنا مستلزم توجه به این موارد است: اصلاح فرآیند انتصاب و عوامل انگیزشی اعضا. ارزیابی درونی و بیرونی از عمل‌کرد، بازطراحی نقش‌های وزارت بهداشت و دانشگاه‌ها، بازنگری در قانون اختیارات بر‌اساس نقش‌ها و قانونی‌شدن پاسخ‌گویی هیات امنا به ذی‌نفعان.

The law enforcement of the board of trustees began at universities and higher education institutes in 1991. Studies of the trusteeship board and its various dimensions were detected at home and abroad. The purpose of this study was to provide a conceptual map for the promotion of the board of trustees from the viewpoint of experts.Methods: The present study was based on an applied purpose, and the methodology was based on a qualitative design with the content analysis approach. The number of interviewees was 14. In collaboration with the group of researchers, the analysis of the text of the interviews took place. Then, the Delphi Phase I Questionnaire was designed based on theme and subtheme. After receiving expert opinions, the second phase of Delphi was designed and implemented.Results: The important challenges to the excellence of the board of trustees from the viewpoint of experts in eight themes are noteworthy, including: (1) the process of appointing trustees; (2) lack of attention in the ongoing assessment of trustees; (3) review of the continuous training of the board of trustees based on the needs for the assessment of education; (4) choosing the secretary of the board of trustees and the head of the institute (Meritocracy); (5) lack of adequate motivation in the members of the board of trustees; (6) lack of transparency in the roles of the board of trustees; (7) lack of transparency in the roles of the Ministry of Health and Medical Education related board of trustees; and (8) nonaccountability to stakeholders.Conclusion: Promoting board of trustees requires the following items: modifying the appointment process and motivating members; internal and external evaluation of performance; redesign of the roles of the Ministry of Health and universities; revision of the rolebased authority law; and legalization of trustee accountability to stakeholders.Keywords: Governing Board; Academic Medical Centers; Expert OpinionsPlease cite this article as follows:Jalahi H, Khorasani A, Yamani Douzi Sorkhabi M.
