اصول رقابت سیاسی بر اساس اسناد بالادستی، پیشنهادی در راستای تکمیل الگوی اسلامی ایرانی پیشرفت

مفهوم رقابت یکی از پرجاذبه ترین مفاهیم در عرصه کنش سیاسی به شمار می‌آید. با فرض پذیرش مردم‌سالاری در اندیشه سیاسی اسلام، رقابت سیاسی که یکی از شاخص‎های آن است نیز مورد پذیرش قرار می‌گیرد. رقابت سیاسی برای این که بتواند کارویژه‌های مورد انتظار را برآورده سازد، باید در قالب اصول و قواعد عقلانی قرار گیرد. بر اساس قوای وجودی انسان، الگوهای متنوعی برای رقابت سیاسی متصور است که از میان آن‌ها الگوی رقابت سیاسی متعالی عقلانی مورد پذیرش است. اصول رقابت سیاسی در جمهوری اسلامی ایران باید برگرفته از اسناد بالادستی آن باشد. حفظ حرمت ارزش‌های مسلط جامعه و آموزه‌های دینی، تقدم امور معنوی، هدف‌نبودن قدرت، تامین مصالح ملی، التزام به هنجارهای قانون اساسی و سایر قوانین، رعایت استقلال کشور، حفظ امنیت ملی، حفظ وحدت ملی، رعایت اخلاق مدنی و بازی با حاصل‌جمع غیر صفر، اصول به‌دست‌آمده از اسناد بالادستی در پژوهش بنیادی پیش رو است.تحقیق حاضر در راستای تبیین اصول حقوقی، اخلاقی و رفتاری رقابت سیاسی عقلانی بر پایه اسناد بالادستی و تطبیق آن بر پیش‌نویس الگوی اسلامی ایرانی پیشرفت با هدف تکمیل این پیش‌نویس است. روش تحقیق در نوشتار پیش رو توصیفی تحلیلی است.

The Principles of the Political Contest According to the High Level Documents; a suggestion for Completing the Islamic-Persian Progress

The concept of ‘contest’ is considered to be one of the most attractive one in the area of political action. With the supposition that democracy is accepted in the political thought of Islam, political contest, which is one of its characteristics, is also accepted. In order for a political contest to serve its expected functions, it should be set within the framework of rational rules and principles. According to human existential faculties, one can conceive various patterns of political contest from which the rational sublime political contest is acceptable. The principles governing political contest in the Islamic Republic of Iran should be derived from the high level documents. Preserving the respect for the dominant values in society, and religious doctrines, the priority of spiritual matters, not taking power and authority as the ultimate goal, meeting national interests, commitment to the norms of the Constitution and other laws and regulations, observing the independence of the country, preserving national security, preserving national unity, observing civil morality, and Zero-sum Game, are the principles resulted from the high-level documents in this fundamental research.   The present research seeks to explain the legal, moral, and behavioral principles of rational political contest on the basis of high level documents and its correspondence with the draft of the Islamic-Persian progress aiming to complete the draft. The research method in this research work is a descriptive-analytic one.
