بررسی قلمرو دخالت حکومت اسلامی در اقتصاد

در اقتصاد متعارف، بررسی میزان دخالت دولت در اقتصاد از مسائل بنیادین است که نظام‌های اقتصادی را از هم تفکیک می‌کند. پرسش اصلی مقاله این است که از منظر اقتصاد اسلامی که یک اقتصاد مردم‌سالار است، دولت باید چه مقدار در اقتصاد دخالت کند. مقاله در صدد است تا با روش توصیفی تحلیلی نشان دهد که از منظر اقتصاد اسلامی، دولت اسلامی در ابعاد نظارت و سیاست‌گذاری، یک دولت نسبتاً حداکثری و در بعد تصدی‌گری، یک دولت نسبتاً حداقلی است. شاهد بر این امر نیز چهار چیز است: اولویت عدالت نسبت به رشد در نظام اقتصاد اسلامی، وظایف گسترده‌ای که در منابع اسلامی بر دوش دولت نهاده شده است، منابع مالی بسیار زیادی که در اختیار دولت اسلامی قرار دارد و بررسی اقتصاد صدر اسلام و حکومت پیامبر گرامی اسلام(ص)و امام علی(ع).

The Study of the Extent to Which the Islamic Government Intervene in Economy

In the conventional economics, the study of the extent of the government’s intervention in economy is a fundamental issue, making a distinction between economic systems. The main question of the article is “To what extent is a government allowed to intervene in economy from the perspective of the Islamic economy?” Drawing upon a descriptive analytical method, the present article seeks to show that from the perspective of Islamic economy, the Islamic state’s intervention in respect of control and policymaking is maximal but in its tenure or involvement in economic affairs is minimal. This idea is made clear by offering the following four observations: the priority of justice over the growth in the Islamic system of economy, the large scale duties of the Islamic state as quoted in the Islamic resources, the abundant financial resources at the disposal of Islamic state, and the study of the economic affairs in the early Islam and in the Islamic government established by the Holy Prophet Muhammad and Imam Ali (peace be upon them).
