   Progress from specificity: How to monitor the Paris Declaration in the Malawi education sector

چکیده    At the time of writing, it is not possible to meas ure progress acc urately, or eve nassess the base line status of aid effective ness in the educatio n sector. twelve target s enroute to the five objectives of the paris declaration were set and agree d by the organiza tio nfor eco nomic cooperation and development (oecd); they were to be meas ured nationallyand monitored internationally . these ind icators, though, are not specific to either the sectoras a whole, or any individual cou ntry . while they provide a useful framework with in which the effec tiveness of aid can be pursued , specifici ty must be demanded at co untry and sector level to maximize the potentia l of harmonized, alig ned, government -owned, acco untable,and results-managed aid. this article takes a step towards addressing this problem, documenting for the first time the sector- and co untry-s peci fic targets and indicators for theeducation sec tor in malawi .
