طراحی مدل ارزیابی عملکرد دانشگاه‌ها با رویکرد مطالعه تطبیقی در نظام عالی اروپا

هدف: هدف این پژوهش طراحی الگوی مناسب برای ارزیابی عملکرد دانشگاه‌ها با رویکرد تطبیقی در نظام آموزش عالی اروپا بوده است. این الگو با هدف بهبود نظام ارزیابی عملکرد دانشگاه‌ها و ارائه راهکارهایی برای ارتقای کیفیت آموزش و پژوهش در دانشگاه‌های ایران طراحی شده است.روش‌شناسی پژوهش: این پژوهش از نظر هدف، کاربردی و از نظر نحوه گردآوری داده‌ها، میدانی است. روش اجرای پژوهش به صورت آمیخته (کیفی-کمی) بوده که در بخش کیفی از روش تحلیل محتوا و در بخش کمی از تحلیل عاملی تاییدی استفاده شده است. جامعه آماری در بخش کیفی شامل 12 نفر از مدیران ارشد، صاحب‌نظران و خبرگان ارزیابی عملکرد دانشگاه‌ها بوده که به صورت هدفمند انتخاب شدند. در بخش کمی، جامعه آماری شامل 1700 نفر از مدیران، معاونین، اساتید و کارکنان دانشگاه‌های غرب استان مازندران در سال 1401 بوده که با استفاده از فرمول کوکران، 375 نفر به شیوه غیراحتمالی در دسترس انتخاب شدند. ابزار جمع‌آوری داده‌ها شامل مصاحبه نیمه‌ساختاریافته و پرسشنامه محقق‌ساخته بود.یافته‌ها: نتایج پژوهش نشان داد که 9 مولفه در طراحی الگوی ارزیابی عملکرد دانشگاه‌ها نقش دارند. این مولفه‌ها عبارت‌اند از: محتوای اطلاعات عملکرد، انسجام اطلاعات عملکرد، مدیریت‌پذیری اطلاعات عملکرد، ارتباط اطلاعات عملکرد، دیدگاه بعد مشتری، دیدگاه رشد و یادگیری، دیدگاه فرآیندهای داخلی، دیدگاه مالی و دیدگاه خلق ارزش پایدار. اولویت‌بندی این مولفه‌ها نشان داد که دیدگاه مالی بیشترین اولویت و خلق ارزش پایدار کمترین اولویت را در تبیین عملکرد دانشگاه‌ها داشته‌اند. همچنین، نتایج نشان داد که وضعیت موجود دانشگاه‌های غرب مازندران از نظر مدل طراحی‌شده، کمتر از حد مطلوب است.اصالت/ارزش‌افزوده علمی: این پژوهش با طراحی الگوی ارزیابی عملکرد دانشگاه‌ها با رویکرد تطبیقی در نظام آموزش عالی اروپا، به ادبیات موجود در حوزه ارزیابی عملکرد دانشگاه‌ها کمک می‌کند. همچنین، این مطالعه با ارایه مولفه‌های کلیدی و اولویت‌بندی آن‌ها، راهکارهایی برای بهبود عملکرد دانشگاه‌ها و ارتقای کیفیت آموزش و پژوهش در نظام آموزش عالی ایران ارایه می‌دهد.

designing a university performance evaluation model with a comparative study approach in the european higher education system

purpose: the objective of this research was to design an appropriate model for evaluating the performance of universities using a comparative approach within the european higher education system. this model aims to improve the performance evaluation system of universities and provide strategies for enhancing the quality of education and research in iranian universities.methodology: this study is applied in terms of purpose and field-based in terms of data collection. the research was conducted using a mixed-methods approach (qualitative-quantitative)، where content analysis was used in the qualitative phase and confirmatory factor analysis was employed in the quantitative phase. the qualitative sample included 12 senior managers، experts، and key informants in university performance evaluation، selected purposively. the quantitative population consisted of 1،700 managers، deputies، faculty members، and staff from universities in western mazandaran province in 2022، with 375 participants selected through cochran's formula using a non-probability convenience sampling method. data collection tools included semi-structured interviews and a researcher-made questionnaire.findings: the results revealed nine components that play a role in designing the university performance evaluation model. these components are: performance information content، performance information coherence، performance information manageability، performance information relevance، customer perspective، growth and learning perspective، internal processes perspective، financial perspective، and sustainable value creation perspective. prioritization of these components showed that the financial perspective had the highest priority، while sustainable value creation had the lowest priority in explaining university performance. additionally، the results indicated that the current status of universities in western mazandaran، based on the designed evaluation model، was below the desired level.originality/value: this research contributes to the existing literature on university performance evaluation by designing a model with a comparative approach within the european higher education system. furthermore، by identifying key components and prioritizing them، this study provides actionable strategies for improving university performance and enhancing the quality of education and research in iran's higher education system.
