The political conditions in iraqi war against is required to recruit iraqi sons from different iraqi components. so, it was necessary to shift to religion regarding that. then, the marjayah (high islamic authority) called for a non-categorical obligation and accordingly, popular mobilization forces movement was formed in iraq as a paramilitary force to iraqi army in fighting is. the discourse of fatwa was analyzed via the methodology of analzing the content of the religious speech/discourse delivered by shaik abdualmahdi al karbala’i, a representative of the marjayah represented by his eminence the grand ayatollah ali al sistani. moreover, it was done through designing methodological analytic networks depending on direct vocabularies and concepts and other concepts that have denotations in order to reveal. the features of marjayah and its role via their authoritarian, religious, and moral contents and systems and what marjayah asked iraqi people to do some acts and how the marjayah presented iraq and is as two contradictors. the results of the study showed that there was a functional relationship of the discourse between religion and politics and an accompanying relationship with the authority (government). the marjayh used logic inpersuading for the purpose of defending sanctities of the country and preserving holy shrines. so, the words of the marjayah were of parental, authoritarian, and religious
