بررسی و تحلیل سامانه‌های الکترونیکی جمع‌آوری عوارض (etc)

سامانه اخذ الکترونیکی عوارض (etc) به‌عنوان یک روش پیشرفته برای اخذ عوارض در آزادراه‌ها، بزرگراه‌ها و جاده‌ها موردتوجه قرارگرفته است. این سامانه با امکان عبور خودروها از محل‌های اخذ عوارض بدون توقف و کسر مبلغ عوارض به‌صورت الکترونیکی از حساب راننده، تجربه مسافران را بهبود می‌بخشد. کاهش تراکم ترافیک در نزدیکی محل‌های اخذ عوارض، مهم‌ترین مزیت این فناوری است که باعث حمل‌ونقل روان، جریان ترافیکی بدون وقفه، کاهش ازدحام، بهبود محیط‌زیست، درآمدزایی و افزایش ایمنی جاده‌ها می‌شود. در این تحقیق، اولویت‌ها و مشکلات موجود در شبکه آزادراهی کشور موردبررسی قرار می‌گیرد. همچنین، تجربه‌های اخذ عوارض الکترونیکی در سایر کشورها و عملکرد سامانه etc موردبررسی قرار می‌گیرد. درنهایت، روش اخذ عوارض الکترونیکی در ایران، که در حال حاضر توسط بانک‌ها و شرکت‌های مجری انجام می‌شود، مورد تجزیه‌وتحلیل قرار می‌گیرد و مزایا و معایب آن بررسی می‌شود. همچنین، سامانه etc با روش سنتی (دستی) اخذ عوارض ازلحاظ ثبت تردد خودروها و عملکرد محل‌های اخذ عوارض مقایسه خواهد شد. این تحقیق بهبود شبکه آزادراهی کشور و ارتقای سامانه اخذ عوارض الکترونیکی را در نظر دارد و پیشنهادها و راهکارهایی برای بهبود و بهینه‌سازی این سامانه ارائه می‌دهد.

the electronic toll collection (etc) system has gained attention as an advanced method for toll collection on expressways, highways, and roads. this system improves the passenger experience by allowing vehicles to pass through toll collection points without stopping and deducting the toll electronically from the driver's account. the main advantage of this technology is the reduction of traffic congestion near toll collection points, which leads to smooth transportation, uninterrupted traffic flow, congestion reduction, environmental improvement, revenue generation, and increased road safety. this study examines the priorities and existing issues in the country's expressway network. it also investigates the experiences of electronic toll collection in other countries and the performance of the etc system. finally, the method of electronic toll collection in iran, currently being conducted by banks and implementing companies, is analyzed, and its advantages and disadvantages are examined. additionally, the etc system will be compared to the traditional (manual) toll collection method in terms of vehicle traffic recording and toll collection point performance. this research aims to improve the country's expressway network and enhance the electronic toll collection system, providing sugges-tions and solutions for its improvement and optimization.
