بررسی تاثیر اجرای طرح‌های ترافیکی بر میزان تخلفات و تصادفات ترافیکی (مطالعه موردی: شهرستان سنندج)

رشد روزافزون شهرنشینی باعث مشکلات متعددی از جمله در زمینه حمل ونقل و ترافیک شده است که برای حل این مشکلات، سیاست ها، و برنامه هایی نیاز است که توسط نهادهای تصمیم گیرنده اتخاذ می شود. لذا در پژوهش حاضر با همکاری دبیرخانه شورای هماهنگی ترافیک استان کردستان، دو محور برون‌شهری و سه محور درون‌شهری از نظر اجرای طرح‌های ترافیکی شامل تعریض راه، احداث زیرگذر و روگذر از لحاظ تفاوت تخلفات و تصادفات سال قبل و بعد از اجرای این طرح‌ها مورد بررسی قرار می‌گیرند. بنابراین پژوهش حاضر از نظر هدف، کاربردی و از نظر ماهیت توصیفی-تحلیلی است که جامعه آماری شامل تصادفات و تخلفات تمام شمار در بازه زمانی قبل و بعد از اجرای طرح می‌باشد که داده‌ها به صورت اسنادی و در قالب کروکی‌های ترسیمی و میزان تخلفات از اجرائیات راهور استان کردستان در شهرستان سنندج گردآوری شده است، لذا به‌منظور انتخاب آزمون مناسب برای بررسی فرضیه‌های پژوهش، ابتدا نرمال بودن متغیرها با استفاده از آزمون کولموگروف-اسمیرنوف انجام می‌گیرد. سپس برای صحت‌سنجی فرضیه‌های پژوهش با توجه به این‌که تفاوت تخلفات و تصادفات سال قبل و بعد از طرح مدنظر می‌باشد از آزمون تی زوجی استفاده می‌شود. نتایج پژوهش حاضر نشان داد که در مولفه میزان تخلفات (شاخص سرعت غیرمجاز)، در مولفه تصادفات (شاخص تصادفات جرحی) و در مولفه علت‌نامه تصادفات (شاخص‌های سرعت غیرمجاز و عدم توجه‌به‌جلو) شاهد افزایش تخلفات و تصادفات پس از اجرای طرح‌های مذکور نسبت به سال قبل از اجرا می‌باشد. همچنین در مولفه میزان تخلفات (شاخص‌های انحراف به چپ و عدم توجه‌به‌جلو)، در مولفه تصادفات (شاخص‌های تصادفات فوتی و خسارتی) و در مولفه علت‌نامه تصادفات (شاخص انحراف به چپ) شاهد کاهش تخلفات و تصادفات پس از اجرای طرح‌های مذکور به‌جود آمد.. بنابراین می توان نشان داد که طرح های ترافیکی می توانند تاثیر به سزایی در کاهش تصادفات و تخلفات رانندگی داشته باشند.

evaluating the impact of the implementation of traffic restrictions on traffic violations and accidents (case study: sanandaj city)

construction of underpasses and overpasses based on the violations and accidents are examined. therefore, the present study is practical in terms of purpose and descriptive-analytical in terms of nature, the statistical population includes all accidents and violations in the period before and after the implementation of traffic restrictions, and the datasets collected in the form of documents for violations and accidents. in order to select the appropriate test to check the hypotheses, first the normality of the variables is done using the kolmogorov-smirnov test. then, the paired t-test is used to verify the hypotheses considering the difference between violations and accidents in the year before and after the implementation of traffic restrictions. the results showed that in the component of violations (speeding), accidents (injury severity) and in the cause of accidents (speeding and not paying attention to the front), there was an increase in violations and accidents after the implementation of traffic restrictions compared to before implementation of these restrictions. also, in the case of violations (deviation to the left and lack of attention to the front), accidents (fatal and property damage only) and in the cause of accidents (deviation to the left), there was a decrease in violations and accidents after the implementation of these restrictions. therefore, it can be shown that traffic restrictions can have a significant effect in reducing fatal accidents, property damage only and traffic violations.
