ارزیابی زیست‌بوم نوآوری وزارت راه و شهرسازی با تاکید بر حمل‌ونقل ریلی

زیست‌بوم نوآوری از اجزای مختلف و تاثیرگذاری برای ایجاد شرایط مناسب رشد، شکوفایی و توسعه نوآوری تشکیل شده است و بنابر حوزه تخصصی مربوطه، نیازمند شناسایی مراحل، بازیگران و الگوی مناسب حاکم می‌باشد. در این مقاله به معرفی و بررسی زیست‌بوم فناوری و نوآوری در حوزه راه، مسکن و شهرسازی با تاکید بر حمل‌ونقل ریلی پرداخته شده است. برای این منظور ابتدا مروری بر ادبیات موضوع تحقیق از منظر عمومی توسعه زیست‌بوم نوآوری فناورانه از یک طرف و معرفی مبانی نظری حاکم بر این مفهوم با نگاه به الگوهای ملی و بین‌المللی از طرف دیگر، ارائه شده است. سپس ارکان اصلی فعال در حوزه تخصصی وزارت راه و شهرسازی شناسایی و پس‌ازآن با تمرکز بر حمل‌ونقل ریلی، به بررسی عمیق‌تر موضوع به ویژه با شناسایی ذینفعان و بازیگران اصلی پرداخته شده است. در پایان، پیشنهاد نقشه راه عمومی برای تقویت نقش‌آفرینی مرکز تحقیقات راه، مسکن و شهرسازی در این زیست‌بوم با نگاه ویژه به صنعت حمل‌ونقل ریلی ارائه شده است. نتایج نشان می دهد که برای دستیابی به اهداف متصور زیست‌بوم نوآوری فناورانه وزارت راه و شهرسازی، مرکز تحقیقات راه، مسکن و شهرسازی باید نقش پررنگی را در سه سطح اصلی 1 کنشگری علمی و پژوهشی، 2 تسهیل سیاست‌ها، قوانین، مقررات و استانداردها و 3 ارزیابی و ممیزی تخصصی به‌عنوان عامل سوم حاکمیتی ایفا نماید. همچنین محورهای پیشنهادی مرکز در راستای تقویت زیست‌بوم نوآوری با نگاه به حمل‌ونقل ریلی در شش محور اصلی با تاکید بر هماهنگی سیاست‌های حاکمیتی وزارت راه و شهرسازی در حوزه نوآوری فناورانه جمع‌بندی شده است.

evaluation of the innovation ecosystem of the ministry of roads and urban development with an emphasis on rail transportation

the ecosystem of innovation consists of different components and influences to create suitable conditions for the growth, flourishing and development of innovation, and requires the identification of stages, actors and the appropriate governing model. in this article, the introduction and review of the innovation ecosystem in the field of road, housing and urban development with an emphasis on rail transportation has been discussed. for this purpose, firstly, a review of the literature on the one hand, and the introduction of the theoretical foundations governing this concept by looking at national and international models on the other hand, have been presented. then, the main elements active in the specialized field of the ministry of roads and urban development (mrud) have been identified. after that, focusing on rail transportation, the issue has been investigated more deeply, especially by identifying the main stakeholders and actors. in the end, a general road map proposal has been presented to strengthen the role of the road, housing and urban development research center (bhrc) in this ecosystem. the results show that in order to achieve the envisioned goals of the technological innovation ecosystem of the mrud, the bhrc should play a strong role in three main levels: 1 scientific and research activism, 2 facilitating policies, laws, regulations and standards, and 3 perform expert evaluation and audit as the third governing factor. also, the bhrc's proposed roles are summarized in six main axes with an emphasis on the coordination of the governance policies of the mrud.
