عوامل موثر بر مشارکت نخبگان در اجرای خط مشی‌های عمومی با تاکید بر صنعت حمل ونقل هوایی کشور

شواهد بیانگر این مطلب است که نقش نخبگان در اداره امور جامعه، از جمله مسائل همه‌گیر کشورهای در حال توسعه است که باید بیشتر مورد توجه قرار گیرد و مشارکت هر چه بیشتر مردم به ویژه نخبگان باعث کاهش خطا در فرآیند خط‌مشی‌گذاری می‌گردد. حمل و نقل نیاز اساسی جامعه بشری است و رشد اقتصادی و توسعه اجتماعی بدون وجود شبکه‌های حمل و نقل ناممکن است. در این میان، زیر بخش حمل و نقل هوایی جوان‌ترین، ایمن‌ترین و مدرن‌ترین شیوه حمل و نقل است. هدف از این مقاله شناسایی عوامل موثر بر مشارکت نخبگان در اجرای خط‌مشی با تاکید بر حمل و نقل هوایی است. در این مقاله عوامل موثر بر مشارکت نخبگان در اجرای خط مشی‌های عمومی در دو دسته عوامل زمینه‌ای و محتوایی مورد شناسایی قرار گرفتند. در این پژوهش با استفاده از روش هدفمند و گلوله برفی با 15 نفر از متخصصان و مطلعین حوزه صنعت حمل و نقل هوایی مصاحبه‌های نیمه ساختاریافته و عمیق انجام شد. تحلیل داده‌های حاصل از مصاحبه با استفاده از روش تحلیل مضمون انجام شد. حاصل تحلیل در 190 کد اولیه، 35 مضمون فرعی،17 مضمون اصلی و 4 مضمون سازمان دهنده استخراج گردید. نتایج یافته‌های این پژوهش در قالب الگویی شامل محرک‌های محتوایی، موانع محتوایی، محرک‌های زمینه‌ای و موانع زمینه‌ای مشارکت نخبگان در اجرای خط‌مشی‌های عمومی ارائه شده است. در انتها ضمن اشاره به محدودیت‌های پژوهش، پیشنهاداتی جهت تحقیقات آتی ارائه گردیده است.

factors affecting the participation of elites in the implementation of public policies with an emphasis on the country’s air transport industry

evidence suggests that the role of elites in managing societal affairs is one of the major concerns that needs to be addressed more in developing countries. increased participation of people, particularly elites, decreases errors in policymaking. transportation is an essential need in human communities, and economic and social progress are impossible without transportation networks. in this aspect, air transport is the safest and most recent, most modern method of transportation. this study was aimed at identifying factors affecting elite participation in public policies implementation, with an emphasis on air transport. this study identified effective factors in two categories, content and context factors. semi-structured and in-depth interviews with 15 air transport professionals were conducted using a purposive and snowball approach. thematic analysis was used to assess the data obtained through interviews. the analysis yielded 190 initial codes, 35 sub-themes, 17 major themes, and 4 organizing themes. the findings were attained through the development of a model that included content drivers, content barriers, context drivers and context barriers to elite participation in public policies implementation. finally, in addition to discussing research limitations, recommendations for future studies were offered.
