بررسی علل و عوامل سوانح ریلی ناشی از فرار قطار با محموله کالاهای خطرناک و نقش آن در وقوع سانحه (مطالعه موردی ایستگاه خیام)

امروزه حمل‌ونقل ریلی به دلیل ضریب ایمنی بالا و آلودگی زیست‌محیطی مطلوب سهم عمده‌ای در جابه‌جایی بار و مسافر داشته و به‌واسطه استفاده از فناوری‌هایی نوین مانند سیستم‌های کنترل خودکار در سگنالینگ، ارتباط و کنترل قطارها ضمن افزایش سرعت سیر و ظرفیت بهره‌برداری از خطوط در حوزه ایمنی نیز تعداد سوانح ریلی کاهش‌یافته است. کشور ما از جمله کشورهای غنی از نظر منابع نفت و گاز و محصولات پتروشیمی است که نیاز به حمل این محصولات جهت مصارف داخلی و خارجی وجود دارد. از طرفی باتوجه‌به موقعیت استراتژیکی کشور که در مرکز کریدورهای شمال به جنوب و شرق به غرب قرار گرفته است، کشورهای دارای منابع نفت و گاز هم‌جوار اغلب ناگزیر به ترانزیت نفت و گاز صادراتی خود از طریق خطوط ریلی ایران هستند، لذا به‌منظور افزایش ایمنی و جلوگیری از وقوع سانحه، حمل‌ونقل کالاهای خطرناک از طریق ریلی باید با رعایت کلیه اصول ایمنی از قبیل رعایت قوانین تخلیه و بارگیری، انتخاب واگن‌های مناسب با شرایط حمل کالاهای خطرناک و نیز برچسب‌گذاری واگن‌ها صورت پذیرد. در این مقاله، سوانح ریلی مرتبط با فرار قطارها در جهان و به‌عنوان مطالعه موردی، سانحه و انفجار واگن‌های حمل بار در ایستگاه خیام مورد بررسی قرار گرفته و به علل و عوامل بروز این‌گونه سوانح پرداخته شده که مهم‌ترین آنها عبارتند از: عملکرد نامناسب و نقص در سیستم ترمز قطارها، تنظیم نامناسب ترمز در طی فرایند تست ترمز، عدم تناسب و همخوانی محموله‌های موجود در واگن‌های متوالی و تعویض لوکوموتیو. همچنین راهکارهایی جهت پیشگیری و ارتقای ایمنی ارائه گردیده است.

investigating the causes and factors of railway accidents caused by the escape of a train carrying dangerous goods and its role in the khayyam station accident

today, due to its high safety factor and favorable environmental pollution, rail transportation has a major contribution to the movement of cargo and passengers. the use of modern technologies such as automatic control systems in signaling, communication, and train control increases speed. the number of rail accidents has also decreased in the field of safety. due to the country’s strategic position, which is located in the center of the north-south and east-west corridors, neighboring countries with oil and gas resources are often forced to transit their oil and gas exports through iran’s railway lines. so in order to to increase safety and prevent accidents, the transportation of dangerous goods by rail should be carried out in compliance with all safety principles, such as compliance with unloading and loading rules, the selection of wagons suitable for the conditions of transportation of dangerous goods, and the labeling of wagons. in this article, railway accidents related to trains’ escapes in the world and as a case study, the accident and explosion of freight wagons at khayyam station are investigated, and the causes and factors of such accidents are discussed, the most important of which are: performance inadequate and defects in the braking system of trains, improper brake adjustment during the brake test process, lack of compatibility and matching of cargo in successive wagons and replacement of the locomotive. also, guidelines for prevention and improvement of safety have been provided.
