شناسایی و اولویت‌بندی عوامل شکست اجرای خط‌مشی‌های سازمان راهداری و حمل‌ونقل جاده‌ای بر اساس تکنیک واکاوی حالات نقص و اثرات آن

تدوین و اجرای خط‌مشی سازمان راهداری از ضروریات حرکت سازمان به سمت کاهش حوادث ناشی از تصادفات و مشکلات تردد است. خط‌مشی یعنی مسیرها، سیاست‌ها و تصمیم‌ها منظور از اجرای خط‌مشی، فعالیت‌هایی است که به طور مستقیم آن را به انجام می‌رساند. عوامل متعددی منجر به شکست اجرای خط‌مشی‌های سازمان راهداری می‌شود که پژوهش حاضر به شناسایی و رتبه‌بندی این عوامل می‌پردازد. این پژوهش  کاربردی  و از حیث راهبرد، پیمایشی است. جامعه  تحقیق را 12 نفر از مدیران سازمان راهداری و حمل‌ونقل جاده‌ای کشور  تشکیل داده‌اند که از طریق نمونه‌گیری غیرتصادفی و  هدفمند انتخاب شده‌اند. ابزار گردآوری داده‌ها، مصاحبه و پرسش‌نامه  است و جهت تحلیل داده‌ها از تکنیک fmea و رویکرد تلفیقی ahp و topsis فازی استفاده شده است. بر اساس یافته‌ها عوامل موثر در شکست اجرای خط‌مشی‌های سازمان راهداری و حمل‌ونقل جاده‌ای کشور  عبارتند از: عدم وجود مهارت و تخصص مدیران و کارکنان در اجرای خط‌مشی‌ها و نگرش ناصحیح مجریان به خط‌مشی‌ها. باتوجه‌به یافته‌های تحقیق لازم است که سازمان بیش‌ازپیش به تخصصی کردن و شایسته‌سالاری در انتخاب مدیران و مجریان خط‌مشی و آموزش و توانمندسازی مجریان برای اجرای موثر و بهینه خط‌مشی‌ها در سازمان توجه نماید.

abstract:background: formulation and implementation of the policy of the road organization is one of the necessities of the organization to reduce accidents caused by accidents and traffic problems. policy means paths, policies and decisions the implementation of policy refers to the activities that it performs directly.objective: several factors lead to the failure to implement the policies of the road organization that the present study identifies and ranks these factors.research method: this research is applied and in terms of strategy, survey. the research community consisted of 12 managers of the highways and road transport organization of the country who were selected through non random and purposeful sampling. data collection tools are interviews and questionnaires and fmea technique and fuzzy ahp and fuzzy topsis approach have been used to analyze the data.findings: based on the findings, the effective factors in the failure of the implementation of the policies of the roads and transportation organization of the country are: lack of skills and expertise of managers and employees in the implementation of policies and incorrect attitude of executives towards policies.conclusion: according to the research findings, it is necessary for the organization to pay more attention to specialization and meritocracy in selecting managers and policy makers and training and empowering executives for effective and optimal implementation of policies in the organization.
