شناسایی و اولویت‌بندی اقدامات کاهنده شکست اجرای خط‌مشی‌های سازمان راهداری حمل‌ونقل جاده‌ای بر اساس تکنیک واکاوی حالات نقص و اثرات آن با به‌کارگیری روش ahp و topsis فازی

امروزه اجرای خط‌مشی‌های سازمان راهداری حمل‌ونقل جاده‌ای کشور باهدف حرکت به سمت شناسایی رفع نقاط پرحادثه در جاده‌های مواصلاتی و ایجاد نقطه امن در جابه‌جایی کالا و مسافر و جلوگیری از اتلاف منابع انجام می‌شود. خط‌مشی یعنی مسیری برای حرکت و منظور از اجرای خط‌مشی، فعالیت‌هایی است که به طور مستقیم آن را به انجام می‌رساند. اقدامات متعددی منجر به کاهش شکست در اجرای خط‌مشی سازمان می‌شود. در این پژوهش به شناسایی و رتبه‌بندی این عوامل پرداخته شده است. این پژوهش کاربردی  و از حیث راهبرد، پیمایشی است. جامعه  تحقیق را 12 نفر از مدیران سازمان تشکیل داده‌اند که از طریق نمونه‌گیری غیرتصادفی و هدفمند انتخاب شده‌اند. ابزار گردآوری داده‌ها، مصاحبه و پرسش‌نامه است و جهت تحلیل داده‌ها از تکنیک fmea و رویکرد تلفیقی ahp و topsis فازی استفاده شده است. بر اساس یافته‌ها اقدامات موثر در کاهش شکست اجرای خط‌مشی‌های سازمان راهداری عبارتند از: برون‌سپاری، توجه به نیازها و شرایط هر منطقه در مرحله تدوین خط‌مشی‌ها، آموزش اثربخش مجریان خط‌مشی‌ها، ایجاد انگیزه در بین مجریان خط‌مشی‌ها. باتوجه‌به یافته‌های تحقیق لازم است که سازمان بیش‌ازپیش با برنامه‌ریزی دقیق و تغییر رویکرد مدیران نسبت به ایجاد و تقویت ساختار واحدها توجه نماید.

identification and prioritization of measures to reduce the failure to implement the policies of the road transport organization of the country based on the technique of analysis of defects and its effects using fuzzy ahp and topsis methods (case study: road transport organization of the country)

the implementation of the policies of the roads and transportation organization of the country is done with the aim of moving towards identifying and eliminating accident hotspots on transportation roads and creating a safe point for the movement of goods and passengers and preventing the loss of resources. policy means a path to move and the purpose of line execution is active, which is done by direct policy. numerous failures lead to failures in the linear execution of the organization. in this research, these factors have been identified and ranked. this research is applied and in terms of strategy, it is a survey. the research population consisted of 12 managers of the organization who were selected through nonrandom and purposeful sampling. data collection tools are interviews and questionnaires and for data analysis, fmea technique and integrated approach of ahp and fuzzy topsis have been used. based on the findings, failure mistakes in the failure of the road organization are: outsourcing, paying attention to the needs and conditions of each region in the policy-making stage, effectively training policy makers, creating motivation among policy makers. according to the research findings, it is necessary for the organization to pay more attention to creating and strengthening the structure of the units by carefully planning and changing the settings.
