مدل سازی و هزینه‌یابی تاخیر قطارهای راه‌آهن جمهوری اسلامی ایران

تاخیر یکی از مهمترین مشکلات سیستم های حمل و نقل ریلی است که هزینه های مادی و معنوی بسیار زیادی دارد. از بین رفتن اعتماد مسافران، اتلاف وقت مسافران، مسدود شدن در سیستم یک خطه، استهلاک دیزل، پرداخت خسارت به مسافران، اتلاف سوخت و... تنها بخشی از هزینه های وارد شده به سیستم حمل و نقل ریلی می‌باشد. در زمینه هزینه‌یابی تاخیر قطارها تاکنون هیچ مطالعه‌ای در ایران انجام نشده است. در شرکت راه آهن جمهوری اسلامی ایران نیز به علت تاخیر قطارها سالانه میلیاردها تومان هزینه تحمیل می‌شود که در حال حاضر میزان آن مشخص و قابل محاسبه نیست. همچنین زمانی می‌توان حساسیت و درک بهتری نسبت به تاخیرها داشت که میزان زیان تحمیل شده به سیستم مشخص و قابل محاسبه باشد. لذا در این تحقیق سعی می‌شود در ابتدا تمامی عوامل و زیر عامل‌های تاخیر شناسایی شده و سپس تفکیک و دسته‌بندی تمام عوامل و زیر عامل‌های تاخیر همراه با ارتباطات آن‌ها در مدلی شماتیک آورده شود و پس از آن با استفاده از هزینه‌یابی علمی و دقیق، میزان خسارتی که هر کدام از عامل‌های تاخیر در قطارهای مسافری راه آهن جمهوری اسلامی ایران وارد می‌نمایند، مشخص گردد که با استفاده از این هزینه‌یابی می‌توان عوامل مختلف را رتبه بندی نمود، میزان خسارت وارد شده به شرکت راه آهن در بازه‌های زمانی مختلف را بررسی کرد و با توجه به حساسیتی که نسبت به انواع تاخیرها به وجود می‌آید در جهت بهبود، کاهش و رفع تاخیرها و همچنین مدیریت بهینه سرمایه‌گذاری تلاش نمود.

Modeling and Costing of Passenger Train Delays

Delay is one of the most important problems of railway transportation systems, which has a lot of material and spiritual costs. Loss of passenger trust, waste of passengers’ time, blockage in the onelane system, depreciation of diesel, compensation to passengers, loss of fuel, etc. are just some of the costs incurred in the rail transportation system. No studies have been conducted in Iran on the cost of train delays. In the railway company of the Islamic Republic of Iran, billions of Tomans are imposed annually due to train delays, the amount of which are currently unknown and cannot be calculated. It is also possible to have a better sensitivity and understanding of delays when the amount of damage imposed on the system is clear and measurable. Therefore, in this research, first all the factors and subfactors of delay are identified and then the separation and classification of all factors and subfactors of delay along with their relationships are given in a schematic model and then using scientific and accurate costing, the amount of damage Each of the factors of delay in the passenger trains of the railways of the Islamic Republic of Iran, it should be specified that using this costing can be ranked different factors, the amount of damage to the railway company in different time periods and with Attention to the sensitivity that arises to the types of delays in order to improve, reduce and eliminate delays, as well as optimal investment management.
