ارزیابی ناپارامتریک بهره‌وری عوامل و کارایی در صنعت هوایی کشور

هدف محوری این پژوهش ارزیابی ناپارامتریک بهره وری و کارایی در شرکت های حمل و نقل هوایی کشور می باشد. بدین منظور از داده های 12 شرکت فعال در بخش حمل و نقل هوایی مسافربری کشور طی سال های 95- 1390 و روش تحلیل پوشش داده ها(dea) بهره برداری شده است. یافته های این مطالعه گویای آن است که میانگین کارایی تکنولوژیکی تولید، تغییرات کارایی مقیاس و تغییرات کارایی فنی خالص به ترتیب  طی دوره مطالعه 0.08، 0.06 و 0.02 درصد افزایش داشته اند. درحالی که میزان پیشرفت فنی با کاهش 5.4 درصدی خود منجر به کاهش 4.3 رشد بهره وری شده و این انحراف نتایج ناشی از آن است که بخشی از کاهش بهره وری از سه کانال دیگر جبران شده است. علاوه بر این میانگین کارایی مدیریتی در بخش حمل و نقل هوایی برابر 0.986 بوده است که به میزان 1.4 درصد کمتر از سطح بهینه است. همچنین نتایج تحقیق گویای سیر نزولی شاخص بهره وری در تعدادی از شرکت های حمل ونقل هوایی است که این امر ناشی از تغییرات تکنولوژیکی و تغییرات کارایی مدیریتی بوده البته کارایی مدیریتی نقش کمتری دارد.

Nonparametric Evaluation of Total Factor Productivity and Efficiency in Iran’s Airline Industry

The main purpose of this research is to evaluate the nonparametric productivity and efficiency of airline transportation companies in Iran. To meet this ends, the data of 12 companies in the passengertransportation sector over the periods of 20112016 and the data envelopment analysis (DEA) method were used. The findings of this study indicate that the average technological efficiency of production, scale efficiency changes, and pure technical efficiencies changes during the study period increased by 0.08, 0.06 and 0.02% respectively. While the technical progress with a decrease of 5.4 percent has led to a reduction of 4.3 percent of the productivity, the deviation of the results is due to the fact that part of the reduction in the productivity was offset by other three channels. In addition, the average management efficiency in the transport and transportation sector was 0.986, which is 1.4% lower than the optimal level. Also, the results of the research indicate that downtrend of productivity index in a number of airline companies is due to technological changes and changes in management efficiency, but management efficiency was less important.
