شناسایی عوامل تاثیرگذار بر تاخیرات پروژه‌های ای‌پی‌سی خطوط ریلی ایران (در فاز مهندسی، فاز تدارکات و فاز اجرا)

پروژه‌هایی که از سوی راه آهن جمهوری اسلامی ایران به صورتepc  به شرکت های پیمانکاری واگذار می گردند از جمله پروژه‌های مهم در کشور ایران می‌باشد. در این میان مشکلات موجود در فازهای مختلف این پروژه از جمله فاز مهندسی، فاز تدارکات و فاز اجرا در فاکتورهای اصلی پروژه‌ها یعنی زمان پروژه، هزینه پروژه و کیفیت پروژه بسیار بحث‌برانگیز بوده و ارایه راهکارهایی برای آنها بسیار حائز اهمیت است. در این پژوهش پس از شناسایی عوامل ایجاد تاخیرات در پروژه‌های ریلی ای‌پی‌سی کشور، نسبت به الویت‌بندی آنها با استفاده از روش تحلیل سلسله مراتبی اقدام خواهد شد. معمولاً بسیاری از پروژه‌های عمرانی کشور همراه با تاخیر هستند و این تاخیرات، اثرات بسیاری را به همراه دارد. افزایش زمان تکمیل پروژه، افزایش هزینه‌های پروژه، عدم رسیدن به کیفیت موردنیاز از جمله عواقب بروز تاخیر است. این مشکلات می تواند موجب ایجاد اختلاف‌نظر بین ذی نفعان پروژه شده و همگی مستلزم صرف زمان، هزینه و انرژی می باشند. بنابراین شناسایی و الویت‌بندی عوامل ایجاد تاخیرات در پروژه‌های خطوط ریلی از ضرورت‌های اجرای این تحقیق است. خلاهای تحقیقاتی موجود در اینگونه پژوهش‌ها، ضرورت‌های اجرای این تحقیق را نمایان می‌سازد.

Identifying and Investigating Factors Affecting the Delay of EPC Projects in Iran’s Railways(In the engineering phase, Logistics Phase and Implementation Phase)

The projects that the Islamic Republic of Iran Railways, in the form of EPC, is entrusted to parent company companies are among the most important projects in Iran. In the meantime, the problems in the various phases of the project, including the engineering phase, the procurement phase, and the implementation phase, are very controversial in the project’s main factors, such as project time, project cost, and project quality, and it is very important to provide solutions for them. In this research, after identifying delays in Iranian Railways projects, their hierarchical analysis will be applied to their prioritization. Usually many of the country’s development projects are delayed, and these delays have many effects. Increasing project completion time, increasing project costs, not achieving the required quality, including the consequences of delay. These problems can cause disagreements between project stakeholders and all require time, cost and energy. Therefore, identifying and prioritizing delays in rail project projects is a prerequisite for the implementation of this research. The research gaps in these studies reveal the need for this research.
