بازنمایی نقش بازیگران خارجی در فرآیند دولت ملت‌سازیِ جمهوری آذربایجان با تاکید بر نقش جمهوری اسلامی ایران

دولت ملت سازی ازجمله مباحث راهبردی است که در ایران طی سال‌های اخیر مورد توجه جدی واقع شده است. پرداختن به این موضوع در جمهوری اسلامی، هنگامی ضریب اهمیت بیشتری می‌یابد که کشور تازه‌تاسیس جمهوری آذربایجان با اکثریت جمعیتیِ شیعه، در فضای پیرامونی ایران، در مسیر تحقق این فرآیند بوده و هرگونه تاثیر مثبت و منفی در این روند یا اختلال در آن، به‌صورت مستقیم بر امنیت جمهوری اسلامی نیز اثرگذار است. این پژوهش درصدد پاسخ‌گویی به این پرسش اساسی است که نقش بازیگران خارجی در فرایند دولت ملت‌سازی جمهوری آذربایجان تاکنون چگونه بوده و جمهوری اسلامی چه راهبردی را باید در این رابطه اتخاذ کند؟ با یافته های ناشی از تحلیل فرضیه تحقیق، به شیوه ای توصیفی تحلیلی نشان داده خواهد شد که این روند علاوه‌بر مسائل داخلی، به‌شدت متاثر از عوامل بیرونی است و قدرت های منطقه‌ای و جهانی، موجبات تقویت بُعد امنیتی و نظامی علی‌اف شده و توازن توسعه در سایر ابعاد سیاسی و اقتصادی دچار اختلال شده است. در این بین، روسیه با هدف حفظ نفوذ در حیاط خلوت خود؛ آمریکا با راهبرد کنترل جهان؛ ناتو و اروپا در امتداد سیاست‌های آمریکا به جهت کنترل روسیه؛ اسرائیل با هدف حضور مستقیم در نزدیکی مرزهای ایران؛ ترکیه با اهداف نوعثمانی گری و عربستان با نیت گسترش ایدئولوژی وهابیت در منطقه، روند دولت ملت‌سازی را در این جمهوری مختل کرده اند. در این بین جمهوری اسلامی ایران، با پیروی از اصول سیاست خارجی خود مبتنی‌بر عزت، حکمت و مصلحت، سعی در تنش‌زدایی و همگرایی در منطقه داشته ولی در نزاع بین دو همسایه (جمهوری آذربایجان و ارمنستان) به‌دلیل منازعه کلان غرب و شرق در این منطقه از یک‌سو و شیطنت های پان‌ترکی و صهیونیستی ازسوی دیگر، در کنار مواجهه رسانه ای جهانی با انقلاب اسلامی، به جانبداری متهم شده و نتوانسته است در عمل، حُسن نیت خود را به روابط راهبردی و پایدار با جمهوری آذربایجان تبدیل کند.

RThe Representation of the Role of Foreign Actors in the Process of StateNation Building of the Republic of Azerbaijan Emphasizing the Role of the Islamic Republic of Iran

Governmentmaking is one of the strategic issues that has received serious attention in Iran in recent years. Addressing this issue in the Islamic Republic becomes even more important when the newly established country of the Republic of Azerbaijan with a majority Shiite population is on the way to this process and directly affects the security of the Islamic Republic. This study seeks to answer the fundamental question of what is the role of foreign actors in the process of statebuilding of the Republic of Azerbaijan so far and what strategy should the Islamic Republic adopt in this regard? The findings of the analysis of the research hypothesis in a descriptiveanalytical manner will show that the main failure of this country in the process of statebuilding, in addition to internal issues, is strongly influenced by external factors that strengthen the security dimension. And the fibrous system is constantly intensifying internal disruptive factors and unbalanced development. On the other hand, the Islamic Republic of Iran, by adopting a foreign policy based on dignity, wisdom and expediency based on friendship with its neighbors, has tried to manage tensions in the NagornoKarabakh conflict and despite repeated emphasis on the rights of the Republic of Azerbaijan In this region and facing the Islamic Revolution, especially in the media, in the form of panTurkish mischief, he has been accused of supporting Armenia against the Muslim nation of Azerbaijan and has not been able to turn his goodwill into strategic and stable relations with the government.
