نقد نظام اطلاعات در گروه ویژه اقدام مالی (fatf)و ارائه یک مدل جایگزین اسلامی

پولشوئی، یکی از مسائل مهم تعامل ایران و گروه ویژه اقدام مالی (fatf) است و این مسئله و تعامل با گروه ویژه، برای سا‌‌‌ل‌های متمادی به‌علت اهمیت پولشوئی در اقتصاد، همچنان در سیاست خارجی ایران مطرح می‌باشد. درهمین‌راستا یکی از نکات÷ اصلی در این تعامل، نظام تولید، نگهداری و تبادل اطلاعات در گروه ویژه اقدام مالی است، به‌گونه‌ای‌که مشخص شود چه اطلاعاتی، چگونه، و توسط چه کسانی و با چه خصوصیاتی باید تولید، نگهداری و تبادل شود. این مسئله بلندمدت بوده و در شرایط مختلف سیاسی و اقتصادی نیز همواره می‌تواند مدّنظر قرار گیرد. بنابراین در این تحقیق بعد از شناخت ساختار تولید و تبادل اطلاعات  گروه ویژه اقدام مالی، با استفاده از اصول اسلامی و با استفاده از روش تحلیل محتوا همراه با اجتهاد فقهی در ارتباط با مسئله اطلاعات، درنهایت به استخراج و طراحی الگوی ایرانی اسلامی تولید، نگهداری و تبادل اطلاعات در ارتباط با پولشویی پرداخته می‌شود. این تحقیق در نوع خود یک موضوع کاملاًجدید بوده و دارای سابقه نمی‌باشد.

A Critical View on the Information System of the Financial Action Task Force (FATF):Proposing an Alternative Islamic Model

Money laundering has brough about an essential challenge in the interaction between Iran and the Financial Action Task Force (FATF).  The challenge in the interaction with the FATF has involved an issue in Iran’s foreign policy for many years due to the importance of money laundering in economy. Actually, an essential point in this interaction relates to the system of production, keeping, and exchange of information in the Financial Action Task Force in order to identify what information, how, and by whom, and with what features about money exchange should be produced, maintained and exchanged. This has covered a longterm discussion and can always be considered in various political and economic situations. Indeed, considering Islamic principles through content analysis method with jurisprudential Ijtihad in relation to the issue of information, and having recognized the structure of production and information exchange of the Financial Action Task Force, this research tries to identify and design the IranianIslamic model of production and keeping information on money laundering. This is a completely innovative research with no history.
