تحول در سیاست منطقه ای امارات متحده عربی؛ رهیافت محمد بن زاید

در سال‌های اخیر روند انتقال موقعیت منطقه ای امارات از یک قدرت کوچک به بازیگری دارای نقش منطقه ای ویژه با سرعت بیشتری طی شده است. این امر به طور همزمان از عوامل داخلی ازجمله روی کار آمدن نسل جدید رهبران عمل گرا و توسعه گرا و عوامل منطقه ای و بین المللی به ویژه روابط پنهانی ابوظبی با رژیم صهیونیستی، و تقویت اتحاد راهبردی با امریکا ناشی می شود. امارات طرح منطقه ای خود را در قالب تحرکات جدید در حوزه ژئوپولیتیکی غرب آسیا و شمال آفریقا سازمان دهی و تعقیب کرده است. محمد بن زاید به‌عنوان نماد نسل جدید رهبران امارات از زمان رسیدن به مسند قدرت نوعی تغییر در سیاست منطقه ای امارات به وجود آورده است. امارات تحت ریاست محمد بن زاید سیاست خارجی مداخله گرایانه ای را در پیش گرفته که هدف آن طرح ابوظبی به عنوان یک قدرت منطقه ای است. پرسش اصلی پژوهش این است که الگوی ذهنی ادراکی محمد بن زاید چه تاثیراتی بر تحول سیاست منطقه ای امارات داشته است؟ یافته های مقاله بر مبنای گزاره های نظری واقع گرایی نوکلاسیک نشان می دهد که ادراک تهدیدآمیز محمد بن زاید ازاسلام سیاسی که با سیطره ابوظبی بر سیاست امنیتی و اقتصادی امارات و به حاشیه رانده‌شدن دوبی، شارجه و فجیره همراه شده، ضمن شکل دهی به هویت و ترجیحات امارات زمینه ساز تلاش این امیرنشین برای ایفای نقش منطقه ای جدید و مبتنی بر حضور فعال در بحران های منطقه ای شده است. روش پژوهش در این مقاله از نوع تبیینی است و اطلاعات مورد نیاز نیز به روش کتابخانه ای و استفاده از منابع اینترنتی گردآوری می شود.

Transformation of the Regional Politics of United Arab Emirates: Muhammad Ben Zayed’s Approach

The process of shifting of the UAE’s regional position from a minor power to a special regional power is accelerating these days. This is both related to the internal factors, including the emergence of a new generation of pragmatic and developmental leaders, and regional and international actors, especially Abu Dhabi’s secret relations with the Zionist regime, and enhancing a strategic alliance with the United States. The UAE has arranged and pursued its regional plan in the form of new movements in the geopolitical sphere of West Asia and North Africa. As a symbol of the new generation of UAE leaders, Mohammed bin Zayed has planned transformations in the UAE’s regional politics since his taking office. The UAE, led by Mohammed bin Zayed, has pursued an interventionist foreign policy aiming at promoting Abu Dhabi as a regional power. The main question of the research relates to the effects of the mentalperceptional model of Mohammed bin Zayed on the development of regional politics in the UAE. The findings of this study, based on the theoretical propositions of neoclassical realism indicated that Muhammad bin Zayed’s threatening opinion of political Islam, coupled with Abu Dhabi’s domination over the UAE’s security and economic policy, and the marginalization of Dubai, Sharjah and Fujairah, while shaping the identity and preferences of the UAE, has paved the way for the Emirate to make great effort for playing regional role based on its active attendance in regional crises. The research follows an explanatory method whose data is collected through the library method and internet resources.
