سیاست خارجی و امنیتی دونالد ترامپ در منطقۀ ایندوپاسیفیک و تاثیر آن بر امنیت ملی جمهوری اسلامی ایران

این مقاله با بهره گیری از مدل مفهومی برآمده از نظریۀ ثبات هژمونیک در صدد پاسخ گویی به این پرسش است که راهبرد امریکا در دوران دونالد ترامپ در منطقۀ ایندوپاسیفیک چگونه بر امنیت ملی ایران تاثیر می‌گذارد. هدف امریکا از حضور در منطقۀ ایندوپاسیفیک گسترش قدرت خود و تداوم هژمونی در این منطقه است. با توجه به اینکه منطقۀ مزبور پر چالش ترین منطقه برای تداوم هژمونی این قدرت به‌شمار می رود، لذا امریکا در صدد بالا بردن وزنۀ هند در منطقۀ ایندوپاسیفیک و تلاش برای مهار چین به منظور تداوم هژمونی خود در این منطقه است؛ زیرا بر این باور است که چین تهدیدی نزدیک و هند تهدیدی دوردست به‌شمار می رود. لذا با این ذهنیت که هند به عنوان قدرت متوسط در آینده ظرفیت به چالش کشیدن منافع امریکا در منطقۀ مزبور را ندارد در صدد کنترل چین از طریق تقویت هند برآمده است، موضوعی که به صورت مستقیم و غیر مستقیم امنیت جمهوری اسلامی ایران را تحت تاثیر قرار می دهد. نویسندگان با روش توصیفی تحلیلی این فرضیه را مورد آزمون قرار داده اند که سیاست امریکا در منطقۀ ایندوپاسیفیک موجبات افزایش تنش در همسایگی نزدیک ایران، کاهش توجه امریکا به خلیج فارس، خروج هند از وضعیت عدم تعهد و احتمال افزایش تنش در روابط ایران با دوکشور چین و پاکستان را فراهم می آورد؛ ولی منفعت واشنگتن در استفاده از اهرم دهلی نو در تقابل با نفوذ چین، می تواند به صورت بالقوه گسترش روابط هند با ایران را آسان کند.

Donald Trump’s Foreign and Security Policy in the IndoPacific Region and its Effect on the National Security of the Islamic Republic of Iran

Applying a conceptual model derived from the theory of hegemonic stability, this paper is intended to answer the question of how US strategy in the era of Donald Trump in the IndoPacific region affects Iran’s national security. The US goal of its attendance in the IndoPacific region contains expanding its power and developing its hegemony over the region. Given the fact that this region is one of the most challenging one for the maintaining of hegemony, the United States pursues its attempts to increase the weight of India in the IndoPacific region to constrain China. This is because China is considered as a close threat to America, but India seems to be a distant threat. Therefore, regarding the fact that India, as a medium power in the future, is not a potential challenge US interests in the region, America is trying to control China by strengthening India’s power, an event that directly and indirectly affects the security of the Islamic Republic. Through a descriptiveanalytical method, the researchers are to test the hypothesis that the US policy in the IndoPacific region increases tensions in Iran’s close neighboring countries result in reducing US attention to the Persian Gulf, India’s withdrawal from nonaligned treaty and possibly adding to the tensions in Iran’s relationship with two countries of China and Pakistan. However, Washington’s interest in resorting to Delhi’s power against Chinese can potentially facilitate the expansion of India’s relationship with Iran.
