سناریوهای سیاست خارجی عراق در قبال جمهوری اسلامی ایران

برای درک رویکردهای یک کشور در چهارچوب سیاست خارجی وجود داده‌های مهمی نظیر کمیت و کیفیت حضور بازیگران خارجی، تکامل یا وجود نقایص در ساختار حقوقی‌‌ حاکمیتی، طرز تفکر نخبگان سیاسی، نحوۀ قشربندی‌های اجتماعی و سیاسی، موقعیت ژئوپلیتیکی، ژئواکونومیکی و ژئوکالچری ضروری است. درمورد سیاست خارجی عراق در قبال جمهوری اسلامی ایران نیز علاوه بر داده های یاد شده ، موضوعاتی دیگر نظیر منازعات ارضی و مرزی با همسایگان، اشتیاق بیش از حد برای رهبری جهان عرب و ایفای «نقش بزرگ یا متناسب» در حل مسائل منطقه، تمایلات استراتژیک برای فعالیت ملموس در حوزۀ خلیج ‌فارس و رهایی از تنگنای ژئوپلیتیکی ، تاثیرگذار است. امریکایی‌ها پس از اشغال عراق در سال 2003 ، تلاش بسیاری کرده اند تا حلقه‌های تصمیم‌گیر در سیاست خارجی عراق را تحت الشعاع خواسته های خود قرار دهند، این در حالی است که جمهوری اسلامی ایران با دارا بودن عناصر قدرت نرم در عراق، توانایی بیشتری دارد که رفتارهایش در نظر دولت و جامعۀ عراق، مشروع تر جلوه نماید. پژوهش پیش رو، تلاش دارد ضمن اشاره به حلقه‌های موثر مهم در حوزۀ سیاست‌گذاری خارجی عراق ، رویکردهای سیاست خارجی عراق نوین در قبال جمهوری اسلامی ایران را با شیوۀ سناریونویسی مورد بررسی قرار دهد. یافته‌های پژوهش نشان می‌دهد که استمرار رقابت‌‌‌های میان جمهوری اسلامی ایران و امریکا ، سناریویی است که احتمال وقوع بیشتری دارد. از این رو، به نظر می‌رسد با در پیش گرفتن سیاست خارجی مستقل از سوی عراق و رهایی از چنگال امریکا در آینده ، وزنۀ تعامل عراق با جمهوری اسلامی ایران سنگین‌تر خواهد شد.

Iraq’s foreign policy scenarios toward the Islamic Republic of Iran

To understand a country’s foreign policy approaches, important data such as the quantity and quality of the presence of foreign actors, evolution or defects in the legalgovernance structure, political elite thinking, social and political stratification, geopolitical, geoeconomic and geocultural position are essential. Regarding Iraq’s foreign policy towards the Islamic Republic of Iran, in addition to the mentioned data, other issues such as territorial and border disputes with neighbors, excessive enthusiasm for leading the Arab world and playing a major or appropriate role in resolving regional issues. , Strategic inclinations are effective for tangible activity in the Persian Gulf and getting rid of geopolitical bottlenecks. After the occupation of Iraq in 2003, the Americans have made great efforts to overshadow the decisionmaking circles in Iraq’s foreign policy, while Iran has elements of soft power in Iraq so has more legitimacy in the eyes of the Iraqi government and society. The present study seeks to examine the important approaches of Iraq,s foreign policy, while examining the approaches of modern Iraq’s foreign policy towards the Islamic Republic of Iran in a scenariowriting manner. The research findings show that the continuation of competition between the Islamic Republic of Iran and the United States is a scenario that is more likely to occur. Therefore, it seems that with the adoption of an independent foreign policy by Iraq and the liberation from the clutches of the United States in the future, the weight of Iraq’s interaction with the Islamic Republic of Iran will be heavier.
