تجزیه‌وتحلیل رویکرد دولت ترامپ درقبال پرونده هسته‌ای جمهوری اسلامی ایران

برنامه هسته ای جمهوری اسلامی ایران یکی از موضوعات مهم در سیاست خارجی و امنیتی ترامپ در غرب آسیا (خاورمیانه) به‌شمار می رود. اگرچه گمان می‌رفت رویکرد تعامل با غرب و توافقنامه هسته‌ای با گروه 1+5، موسوم به برجام، سیاست ایران هراسی ازسوی واشنگتن را تضعیف نماید، ولی با ورود ترامپ به کاخ سفید، رویکرد تهاجمی او و افراد کابینه‌اش علیه برنامه هسته ای ایران مجدداً در دستورکار واشنگتن قرار گرفت. دراین‌راستا، پرسش اصلی مقاله این است که دولت ترامپ درقبال پرونده هسته ای جمهوری اسلامی ایران چه رویکردی را درپیش گرفته است؟ در پاسخ، این فرضیه مطرح است که ترامپ و دولتمردان امریکایی با بزرگ نمایی و تهدیدجلوه‌دادن برنامه صلح آمیز هسته ای ایران برای امنیت منطقه و جهان، به بهانه اینکه ایران از آن برای ساخت بمب اتمی استفاده می کند، با بهره‌مندی از ابزار تهدید و فشار درراستای توقف کامل فعالیت های هسته ای ایران گام برمی دارند و در‌این‌راستا مقابله با توان فزایندۀ موشکی و نفوذ منطقه ای ایران را در صدر اهداف و سیاست های خاورمیانه ای امریکا قرار داده اند که این خود می‌تواند معادلات و نظم منطقه ای را درراستای اهداف و منافع واشنگتن و متحدان منطقه ای آن شکل بخشد و به تضعیف قدرت و نفوذ روزافزون ایران در منطقه منجر شود. یافته های تحقیق نشان می دهد سیاست دولت ترامپ در دستیابی به اهداف کوتاه مدت خود مثل فروپاشی اقتصادی سیاسی ایران در ظرف یک سال و یا رفتن تهران به پای میز مذاکره با شرایط امریکا در نتیجۀ تحریم و فشار حداکثر اقتصادی، با شکست روبه رو شده است. برای تحلیل داده ها از روش تحلیلِ کیفی استفاده شده است.

An Analysis of Trump Administration’s Approach towards the Nuclear Issue of the Islamic Republic of Iran

Islamic Republic of Iran’s nuclear program is a major issue in Trump’s foreign and security policy in the West Asia (the Middle East). Although it was thought that the West’s attitude towards the nuclear agreement of 5+1 countries’ Joint Comprehensive Plan of Action (JCPOA) would undermine Washington’s Iranphobia policy, after Trump’s entrance into the White House and his offensive measures as well as those of his cabinet members, Iran’s nuclear program was again considered seriously in Washington’s agenda. Hence, the main question of this study relates to the approach that Trump’s administration has taken towards the Islamic Republic of Iran’s nuclear issue. In response, we hypothesize that Trump and US officials have exaggerated Iran’s peaceful nuclear program to claim that it is a threat for the region and for the whole world security, resorting to the premise that Iran is using it for the construction of nuclear bombs. Making use of threatful and coercive instruments, America tries to stop the growing missile capabilities and regional influence of Iran as its main Middle East goal and policy. This, in turn, can shape regional equations and order in line with the goals and interests of Washington and its regional allies and weaken Iran’s growing power and influence in the region. The findings of the study indicate that Trump administration’s policy of achieving its shortterm goals, such as the economicpolitical collapse of Iran in a year, or bringing Tehran to the negotiating table through US provisions, as a result of maximum economic sanctions and pressure, has faced failure. In this research qualitative analysis method was used for data analysis.
