کارگزاران امنیت در مکتب امنیتی جمهوری اسلامی ایران

مکتب امنیتی جمهوری اسلامی ایران مبتنی‌بر معیارهای سه‌گانه عزت، حکمت و مصلحت نظام در برگیرنده محورهای پنج‌گانه امنیت پایدار نظام جمهوری اسلامی ایران در دو بعد نرم و سخت است که رهاورد آن تضمین تمامیت ارضی، استقرار و الگو‌سازی شیوه حکومت و انسجام اجتماعی در فرایند تبدیل‌سازی ملت به امت اسلامی است. دراین‌میان، نقش کارگزاران امنیت (رسمی غیررسمی) در مکتب امنیتی براساس راهبردهای حفظ وضع موجود، واقعیت‌های موجود، فرصت‌محوری، دفاع تهاجمی و بازدارندگی در معادله‌سازی تهدید فرصت و مدیریت امنیتی آن مبنای این نوشتار خواهد بود. هدف این مقاله، جانمایی کارگزاران امنیت در لایه‏های حاکمیتی و بیان ماموریت‏ها و وظایف آنان است. پرسش اصلی مقاله آن است که: «جایگاه و کارکرد کارگزاران امنیت در مکتب امنیتی جمهوری اسلامی چیست؟» این مقاله ازنظر روشی و به‌لحاظ ماهیت، کیفی است و به‌لحاظ هدف، کاربردی و ازطریق روش گردآوری اسنادی (تحلیل محتوا) و قضاوت خبرگی (فن دلفی) اقدام به استخراج مدل مفهومی مکتب امنیتی جمهوری اسلامی ایران و جایگاه کارگزاران در دو بعد (رسمی و غیررسمی) نموده  است. براساس روش بیان‌شده، چهار لایه: حکومت، امنیت اجتماعی، مکتب امنیتی نظام و امنیت پایدار ترسیم و برمبنای آن کارگزاران امنیتی در لایه‌های چهارگانه فوق مشخص و تبیین شده‏اند.

sThe Position of Security Agents in the Security School of the Islamic Republic of Iran

The Islamic Republic of Iran’s security school is based on the three criteria of dignity, wisdom and expediency of the system. It consists of five aspects of sustainable security of the Islamic Republic of Iran categorized into two soft and hard dimensions, which result in guaranteeing territorial integrity, establishing and modeling of good governance and social integration in the process of the transformation of nation to Islamic Ummah. In the meantime, the role of security agents (whether formal or informal) in the security school is based on the  strategies of maintaining the status quo, current realities, opportunityorientation, offensive defense, and deterrence in threatopportunity exchange and its security management comprises  the basis of this research. The study is aimed at placing security agents in the governance levels and pointing out their missions and duties. This research mainly involves the question of what the positions and functions of security agents are in the security school of the Islamic Republic of Iran. This is qualitative research in terms of methodology which follows documentary method (content analysis) for data collection and expert judgment (Delphi technique) to design the conceptual model of security school of the Islamic Republic of Iran and identify the position of security agents in two formal and informal dimensions. Based on the method of this research, four layers including governance, social security, security system of the state and sustainable security are designed according to which the position of security agents are identified and explained.
