شناسایی و اولویت‌بندی مسائل توسعه پایدار روستایی ( مورد مطالعه: روستاهای شهرستان خلخال)

مقدمه: شناخت دقیق مسائل توسعه پایدار روستاها، اولین گام مهم برای تدوین سیاست ها و ارائه الگویی انعطاف پذیر برای تقویت توسعه یافتگی جوامع روستایی است. قابل زیست کردن عرصه‌های زندگی از جمله مکان های روستایی، برای نسل‌های فعلی و آینده با تاکید خاص بر بهبود و توسعه مداوم روابط انسانی- محیطی از ضروریاتی است که همواره مورد توجه پژوهشگران و برنامه ریزان توسعه روستایی قرار گرفته است.هدف: این پژوهش با هدف شناسایی و اولویت بندی مسائل توسعه پایدار روستایی در شهرستان خلخال انجام شده است.روش شناسی: برای شناسایی معیارهای اصلی و شاخص ها، با 12 نفر از خبرگان و افراد مطلع، مصاحبه عمیق انجام داده و بوسیله نرم افزار maxqda مصاحبه ها تحلیل شد. سپس معیارها و شاخص ها در قالب پرسشنامه دلفی فازی در اختیار مشارکت کنندگان قرار گرفت تا با تحلیل سلسله مراتبی(ahp) معیارها و شاخص ها رتبه بندی شوند. برای سهولت مقایسه زوجی مسائل و شاخص ها، از نرم افزار expert choice11 استفاده شد.قلمرو جغرافیایی: شهرستان خلخال به مرکزیت شهر خلخال (هرو)، شامل سه بخش مرکزی شامل(دهستان خانندبیل شرقی، دهستان خانندبیل غربی و دهستان سنجنبد شرقی)، بخش خورش رستم به مرکزیت شهر هشجین شامل (دهستان خورش رستم شمالی و  دهستان خورش رستم جنوبی) و بخش شاهرود به مرکزیت شهر کلور شامل( دهستان پلنگا، دهستان شال و دهستان شاهرود)  در جنوب استان اردبیل واقع است.یافته‌ها: نتایج بدست آمده نشان داد که به ترتیب معیار اقتصادی (0.494: ci)، معیار اجتماعی(0.271: ci)، معیار نهادی(0.099: ci)، معیار زیست محیطی(0.092: ci) و معیار فیزیکی(0.045: ci) دارای اهمیتند. همچنین براساس اوزان نهایی شاخص ها، به ترتیب شاخص بیکاری (0.103: ci)، بی انگیزگی به فعالیت اقتصادی در روستا (0.084: ci)، ضعف آگاهی به عوامل توسعه (0.073: ci)، اعتیاد(0.056: ci)، نابرابری های اجتماعی(0.045: ci) و  طلاق(0.043: ci)،  به ترتیب مهم ترین اولویت شاخص های مسائل توسعه پایدار روستایی هستند.نتیجه گیری: معیارهای اقتصادی و اجتماعی همچنین شاخص های آن ها، بیشترین اولویت مسائل توسعه پایدار روستایی شهرستان خلخال هستند..

identification and prioritization of sustainable rural development issues(case of study: villages of khalkhal city)

introduction: accurately understanding the issues of sustainable rural development is the first important step for formulating policies and providing a flexible model to strengthen the development of rural communities. making life areas, including rural places, livable for current and future generations with special emphasis on the continuous improvement and development of human-environment relations is one of the necessities that has always been the focus of researchers and rural development planners.purpose: this research was conducted with the aim of identifying and prioritizing sustainable rural development issues in khalkhal city.methodology: to identify the main criteria and indicators, an in-depth interview was conducted with 12 experts and informed people and the interviews were analyzed by maxqda software. then, the criteria and indicators were provided to the participants in the form of a fuzzy delphi questionnaire to be ranked by ahp. expert choice11 software was used to facilitate pairwise comparison of issues and indicatorsgeographical territory: khalkhal city centered on the city of khalkhal (hero), including three central districts (eastern khanandbil, western khanandbil and eastern sanjanbad districts), khoresh rostam district centered on the city of hashjin, including (khoresh rostam north and khoresh rostam south districts) and the shahrood section centered on the city of kalor, including pelanga, shal and shahroud districts, is located in the south of ardabil province.findings: the obtained results showed that economic criterion (ci: 0.494), social criterion (ci: 0.271), institutional criterion (ci: 0.099), environmental criterion (ci: 0.092) and physical criteria (ci: 0.045) are important. also, based on the final weights of the indicators, unemployment index (ci: 0.103), lack of motivation for economic activity in the village (ci: 0.084), poor awareness of development factors (ci: 0.073), addiction ( ci: 0.056), social inequalities (ci: 0.045) and divorce (ci: 0.043), respectively, are the most important priority indicators of sustainable rural development issues.conclusion: economic and social criteria as well as their indicators are the most priority issues of sustainable rural development in khalkhal city.
