ارزیابی میزان تحقق طرح های توسعه شهری کلانشهر تهران (مورد: طرح جامع)

مقدمه: امروزه توجه به ارزیابی طرح ها به‌عنوان جزئی ذاتی از فرآیند تصمیم سازی درروند برنامه‌ریزی شهری بوده و به‌عنوان یکی از مهم ترین گام ها برای بازنگری طرح های شهرسازی مدنظر قرارگرفته است.هدف: هدف این مقاله، نحوه ارزیابی و میزان تحقق طرح جامع شهر تهران است.روش‌شناسی: روش تحقیق در این پژوهش اسنادی می‌باشد که با توجه به‌مرور سوابق و منابع موجود و با فیش‌برداری نظری، داده‌ها و اطلاعات جمع‌آوری و مورد تحلیل قرار گرفت. همچنین با استفاده از ابزار نظرسنجی نیمه ساخت‌یافته از نظرات متخصصان و مسئولان در خصوص روایی شاخص‌ها و نیز اوزان و ضرایب اهمیت آن‌ها استفاده‌شده است.قلمرو جغرافیایی: شهر تهران مرکز استان تهران و پایتخت و پرجمعیت‌ترین شهر کشور ایران است. و در محدوده قانونی خود دارای 22 منطقه شهرداری است.یافته‌ها: تحلیل یافته‌ها نشان داد، توجه به عدم ارائه شاخص‌های تحقق‌پذیری در سند طرح جامع، سه عامل سرانه‌های خدماتی طرح تفصیلی، میزان تهیه و اجرای طرح‌های موضوعی و موضعی و همچنین میزان پیاده‌سازی شروط تحقق‌پذیری در سند طرح جامع تهران به‌عنوان عوامل اصلی اثرگذار بر تحقق، مدنظر قرار گرفت.نتیجه‌گیری: درنهایت، نتایج بررسی تحقق سرانه‌های خدماتی طرح با استفاده از آزمون ویلکاکسون نشان‌دهنده عدم تحقق معنادار سرانه‌های خدماتی بوده است.  همچنین میزان موفقیت طرح‌های موضوعی و موضعی  و شروط تحقق طرح جامع نیز شرایط مشابهی را نشان می‌دهد. یافته‌های این پژوهش نشان‌دهنده آن است که طرح جامع جدید تهران باگذشت از نیمه‌عمر خود در دستیابی به اهداف، موفق نبوده و لزوم بازنگری این طرح بر اساس عوامل اثرگذار مشهود است.

evaluation of urban development plans of tehran metropolis(item: master plan)

introduction: today, attention to project evaluation is an intrinsic part of the decision-making process in the urban planning process and is considered as one of the most important steps for reviewing urban planning projects.the purpose of this article is how to evaluate and achieve the comprehensive plan of tehran.methodology: the research method in this research is documents that were collected and analyzed according to the review of existing records and resources and with theoretical filing, data and information. also, using the semi-structured survey tools, the opinions of experts and officials regarding the validity of the indicators as well as their weights and coefficients of importance have been used.geographical territory: the city of tehran and its 22 regions.findings: the analysis of the findings showed that due to the lack of feasibility indicators in the comprehensive plan document, the three factors of per capita detailed plan services, the amount of preparation and implementation of thematic and local plans and also the level of implementation of feasibility conditions in the plan document tehran comprehensive was considered as the main factors affecting the realization.conclusion: the results of the study of the realization of service per capita of the project using wilcoxon test showed that there was no significant realization of service per capita. according to this study, the new comprehensive plan of tehran, after half its life, has not been successful in achieving its goals, and the need to revise this plan based on influential factors is evident.
