تحلیلی بر ارتباط حکمروایی خوب و توسعه ی کارآفرینی شهری (مورد: شهر رشت)

با توجه به مسئولیت مدیریت شهری در فراهم کردن منابع، ایجاد انگیزه در شهروندان و بسترسازی برای کارآفرینی، در این مقاله هدف بررسی نقش مدیریت شهری با رویکرد حکمروایی خوب شهری بر توسعه ی کارآفرینی شهری می باشد. تحقیق حاضر کاربردی و رویکرد حاکم بر تحقیق توصیفیتحلیلی است. جامعه آمای شامل کارشناسان ادارات شهر رشت، حجم نموه بر اساس فرمول کوکران 385 نفر و روش نمونه گیری تحقیق، گلوله برفی(زنجیره ای) است. روایی ابزار سنجش(پرسشنامه محقق ساخته) با توجه به نظرات کارشناسان و اساتید حوزه ی شهری و پایایی آن از طریق آزمون آلفای کرونباخ ارزیابی شده است. فرضیات تحقیق با کمک نرم افزارهای spss و lisrel بررسی و تحلیل شده اند. یافته های تحقیق نشان می دهد که شاخصهای حکمروایی خوب شهری بر توسعه ی کارآفرینی شهری تاثیر مثبت و معناداری دارند. شاخص مشارکت با (0.53=beta و 3.9=t)؛ شاخص پاسخگویی(0.61=beta و 4.53=t)؛ شاخص قانونمندی با (0.59=beta و 4.78=t)؛ شاخص شفافیت(0.62=beta و 4.64=t)؛ شاخص جهت گیری توافقی(0.6=beta و 4.64=t)؛ شاخص عدالت (0.78=beta و 7.34=t)؛ شاخص مسئولیت پذیری با (0.6=beta و 8.07=t) و شاخص اثربخشی با (0.64=beta و 6.71=t) تاثیر مثبت و معناداری بر توسعه ی کارآفرینی شهری دارند. بنابراین با توسعه ی مدیریت شهری با رویکرد حکمروایی خوب شهری، کارآفرینی در همه ی ابعاد ارتقا خواهد یافت و در همین راستا توسعه ی اشتغال و کاهش بیکاری در شهرهای امروزی دور از انتظار نیست.

An Analysis of the Relationship between Good Governance and Urban Entrepreneurship Development (Case: Rasht City)

Regarding the responsibilities of urban management in providing resources, motivating citizens, and establishing entrepreneurship, this article aims to investigate the role of urban management with a good urban governance approach to urban entrepreneurship development. This research is applicable and is based on descriptiveanalytical approach. The population includes experts of Rasht city offices, sample size based on Cochran formula is 385 and sampling method is snowball (or chain sampling). The validity of the measurement tool (researchermade questionnaire) was evaluated via opinions of the experts and professors of the urban area and its reliability was assessed through the Cronbach’s alpha test. Research hypotheses were analyzed using SPSS and LISREL softwares. Findings of the research show that good urban governance indicators have a positive and meaningful effect on urban entrepreneurship development. Participation index with (Beta=0.53, t=3.9), Responsiveness index (Beta=0.61, t=4.53), Legitimacy index with (Beta=0.59, t=4.78), Transparency index (Beta=0.62 and t=4.64), Consensus orientation index (Beta=0.6 and t=4 .64), Justice index (Beta=0.78 and t=7.34), The index of accountability with (Beta=0.6, t=8.07), and the effectiveness index with (Beta=0.64 and t=6.71) have a positive and significant effect on urban entrepreneurship development. Therefore, with the development of urban management with a good urban governance approach, entrepreneurship will enhance in all its dimensions, and as a result, employment development and the reduction of unemployment in modern cities are not far to reach.
