تحلیل فضایی شاخص های رشد هوشمند مناطق شهری با استفاده از مدل ویکور(مطالعه موردی شهر اردبیل)

امروزه افزایش جمعیت علت اولیه‌ی گسترش سریع شهرها محسوب می‌شود، لیکن پراکندگی نامعقول آن اثرات نامطلوبی بر محیط طبیعی و فرهنگی جوامع می‌گذارد. تلاش‌های زیادی برای برطرف ساختن اثرات منفی گسترش پراکنده شهرها به عمل آمده که عمده‌ترین آنها راهبرد رشد هوشمند به عنوان یکی از راهکارهای مقابله با پراکندگی توسعه شهری است. در واقع رشد هوشمند استراتژی عاقلانه‌ای برای جهت دادن به پراکندگی به سمت پایداری محسوب می‌شود.در این پژوهش، هدف، تحلیل فضایی شاخص های رشد هوشمند شهری مناطق چهارگانه اردبیل می‌باشد. پژوهش حاضر به‌عنوان یک مطالعه کاربردی با روش « توصیفی – تحلیلی» انجام گردیده است. با استفاده از روش تصمیم‌گیری چند معیاره ی ویکور و روش وزن دهی آنتروپی شانون، نخست مناطق شهری برای شاخص های رشد هوشمند شهری رتبه‌بندی و میزان نابرابر ی ها مشخص‌شده، سپس از طریق سیستم اطلاعات جغرافیایی(gis) به سطح‌بندی مناطق شهری  آن پرداخته‌شده است. بر اساس نتایج حاصل از کاربست مدل ویکور بیانگر این است که منطقه یک شهرداری اردبیل با کسب میزان سودمندی 0.13767 و رتبه اول از نظر برخورداری از شاخص های رشد هوشمند شهری از وضعیت کاملا برخوردار بهره مند است. منطقه سه و چهار شهرداری با کسب میزان سودمندی(0.161393-0.149829 ) در رتبه دوم و سوم و در وضعیت نیمه برخو ردار قرار دارند. رتبه آخر را منطقه دو شهر اردبیل به خود اختصاص داده است که از نظر برخورداری از شاخص های رشد هوشمند شهری محروم ترین منطقه شهر می باشد.این امر نشانگر نابرابری و تفاوت چشمگیر در برخی از شاخص رشد در مناطق شهر اردبیل می باشد. در یک نتیجه‌گیری کلی می‌توان گفت که،  در شهر اردبیل برای دستیابی به توسعه پایدار شهری، باید استراتژی رشد هوشمند به‌عنوان راهبرد اصلی در انتظام بخشی به شکل پایدار شهری قرار گیرد،تا شهر در آینده بتواند به توزیع عادلانه فضایی متوازن دست پیدا کند.

Looking for environmental issues, sustainable development concept was introduced in 1987 by Land Brandt Report.In this regard, the concept of sustainable urban planning theorist in the form of a compact city and smart growth on the agenda. This study aimed at analyzing the spatial characteristics of urban smart growth in the four areas of Ardebil. This study applied a method of descriptive analytic has been done. Using MultiAttribute Decision Making VIKOR and Shannon entropy weighting method, the first urban area to urban smart growth indices are ranked and marked inequalities, Then through the Geographic Information System (GIS) at the level of urban areas have been addressed. Based on the results of the application of VIKOR, these regions each rank different to have won, so that the four areas of the city in terms of the amount of selected indicators of development such as the terms of indices, the region has a highest rate and the second region has the lowest exercise. This indicates a significant difference inequality and growth in some areas of the city of Ardebil. In a general conclusion we can say that, in the Ardabil to achieve sustainable urban development, to smart growth strategy as part of a sustainable strategy to be discipline. The city will be able to achieve a balanced spatial distribution.
