ارکان جهت ساز فرماندهی انتظامی جمهوری اسلامی ایران در پیشگیری اجتماعی از بزه دیدگی در فضای مجازی

زمینه و هدف: روند افزایشی جرایم سایبری همراه با ویژگی هایی مانند پیچیدگی، تنوع، فراملی و فرامرزی بودن این جرایم، امکان پی جویی و پی گیری و کشف آن را با سختی های زیادی از نظر فنی و حتی محدودیت قانونی در داخل کشور و عرصه بین المللی برای پلیس به همراه داشته است که می بایست همگام و همزمان با اقدامات پیشگیری وضعی، راهبردهای پیشگیری اجتماعی را سرلوحه فعالیت های خود قرار دهد. هدف از این پژوهش تدوین ارکان جهت ساز فراجا در پیشگیری اجتماعی از بزه‌دیدگی در فضای مجازی است.روش: این تحقیق از نظر هدف، توسعه‌ای- کاربردی و از حیث ماهیت، توصیفی -تحلیلی و با رویکرد کیفی (تحلیل مضمون) انجام گرفته است. جامعه مورد مطالعه شامل اسناد بالادستی فراجا و مصاحبه نیمه‌ساختاریافته با تعداد 11 نفر از خبرگان انتظامی-سایبری فعال در حوزه فضای مجازی با روش نمونه‌گیری هدفمند تا مرحله اشباع نظری با روش تحلیل مضمون صورت پذیرفته‌است. اعتبارسنجی و صحت مضامین اکتسابی در جلسات خبرگی مورد ارزیابی و صحه‌گذاری قرار گرفته است.یافته‌ها: یافته‌های این پژوهش در قالب 3 بُعد، شامل رسالت و ماموریت (13 مقوله)، اصول و ارزش‌ها (14 مقوله) و چشم‌انداز (7 مقوله) به‌عنوان ارکان جهت ساز فرماندهی کل انتظامی در پیشگیری اجتماعی از بزه‌دیدگی در فضای مجازی تعیین شده‌است.نتیجه‌گیری: فضای مجازی به‌طور کلی و بزه‌دیدگی سایبری به طور خاص مانند دنیای واقعی جرم و جنایت، امنیت مردم و جامعه را با خطر و تهدید مواجه کرده است و فراجا برای ایجاد نظم و امنیت و تحقق ماموریت های پیشگیرانه اجتماعی در این فضا باید رسالت، اصول و ارزش‌ها و چشم‌انداز را بر اساس یافته های تحقیق برنامه ریزی نماید.

background and purpose: according to article 8 of the naja law, the police in the role of a judicial officer is responsible for disciplinary prevention and as one of the components of the criminal justice system in crime prevention, it has the possibility of criminal and non-criminal intervention. the purpose of this research is to compile the tactical guide of the general police command based on upstream documents, the opinion of experts and cyber-police experts to the extent of the researcher's scientific and practical ability, in the field of social prevention of victimization in cyberspace.method: in terms of purpose, this research is developmental-applicative and in terms of nature, descriptive-analytical and with a qualitative approach (theme analysis). the statistical population has been made by studying faraja's upstream documents and semi-structured interviews with 11 cyber-police experts active in the field of cyberspace with a purposeful sampling method up to the theoretical saturation stage. and it has been validated.findings: the findings of this research in the form of 3 dimensions, including mission and mission (13 categories), principles and values (14 categories) and vision (7 categories) as a guideline of the general police command in social prevention of victimization. it is determined in cyberspace.conclusion: cyberspace in general and cyber victimization in particular is one of the relatively new areas of faraja's mission, which requires a long-term view and formulation of a strategic plan for acting in this field. this article has provided faraja's mission, principles, values and perspective in the social prevention of victimization in cyber space in the form of scientific and practical guidelines and orientation derived from strategic documents and opinions of law enforcement-cyber experts.
