پیشگیری از جرم در منظومه فکری مقام معظم رهبری (مدظله العالی)

زمینه و هدف: پیشگیری از جرم، راهبرد نوین و کم هزینه در مقابله با ناامنی و بهبود امنیت اجتماعی است. موضوع پیشگیری از جرم به‌عنوان یک مساله مهم در دیدگاه مقام معظم رهبری (مدظله‌العالی) مطرح است. هدف این پژوهش بررسی مفهوم پیشگیری از جرم در منظومه فکری معظم‌له است.روش: پژوهش از نظر هدف کاربردی و به‌لحاظ ماهیت و نوع داده ها، کیفی است. داده‌های پژوهش کلیه بیانات و سخنرانی‌های مقام معظم رهبری (مدظله‌العالی) در خصوص پیشگیری از جرم از سال 1371 تا سال 1402 می‌باشد که از طریق پایگاه اطلاع رسانی ایشان به نشانی: khamenei.ir جمع‌آوری و با استفاده از روش تحلیل مضمون و با استفاده از نرم‌افزار اکسل کدگذاری شد .یافته‌ها: در مجموع 100 جمله از بیانات مقام معظم رهبری (مدظله‌العالی) در خصوص موضوع پژوهش، احصا گردید. همچنین تعداد 267 کد ،114 مضمون پایه، تعداد 12 مضمون سازمان‌دهنده و تعداد 5 مضمون فراگیر شامل: نقش قوه‌قضائیه، مبانی پیشگیری از جرم، مدیریت پیشگیری از جرم، بسترهای ایجاد جرم و حکمرانی مطلوب استخراج شد.نتیجه‌گیری: اولین سخنرانی ایشان در خصوص واژه پیشگیری از جرم در تاریخ 1371/10/23 و در دیدار با مسئولان دستگاه قضائی بوده است. ایشان طی سال‌های 1371 الی 1402 در مجموع 22 بار از واژه پیشگیری از جرم استفاده نموده‌اند. معظم‌له، پیشگیری از وقوع جرم را به‌استناد نص صریح قانون اساسی، وظیفه دستگاه قضا بر شمرده که باعث نمایش کارایی و اقتدار نظام اسلامی و قرار دادن آن دستگاه در جایگاه والا و موثر در اداره کشور است. معظم‌له بر بهره‌گیری از نخبگان حوزه و دانشگاه، صاحب‌نظران و کارشناسان و انسان‌های توانا، استفاده از شیوه‌های نو و ابتکاری در این خصوص تاکید دادند.

background and purpose: the issue of crime prevention is an important issue in the view of the supreme leader. therefore، examining their opinions and concerns in order to open a new door to crime prevention، caused this issue to be examined from the point of view of ayatollah imam khamenei . the purpose of this research is to investigate the concept of crime prevention in the intellectual system of the supreme leader.methodology: the research is applied in terms of purpose and qualitative in terms of the nature of the data. the research data includes all statements and speeches of the supreme leader regarding crime prevention from 1371 to 1402، which were collected through his information base at the address: khamenei.ir and coded using thematic analysis method and excel software. .findings: a total of 100 sentences from the supreme leader's statements regarding the topic of the research were collected. also، 267 codes، 114 basic themes، 12 organizing themes and 5 overarching themes were extracted، including: the role of the judiciary، the basics of crime prevention، crime prevention management، crime creation platforms and good governance. from crime، crime، criminals، crimes، injuries and social norms.conclusion: the supreme command considers the issue of crime prevention to be important and they have called it a very important issue. the supreme leader considers the prevention of crime to be the duty of the judicial system based on the explicit text of the constitution، which shows its efficiency. and the authority of the islamic system and placing that system in a high and effective position in the administration of the country. referring to the need for scientific prevention of crime، they used the elites of the field and university، experts and capable people، using new and innovative methods were emphasized in this regard.
