الگوی مدیریت پیشگیری انتظامی از جرم زمین‌خواری

زمینه و هدف: زمین‌خواری یکی از جرایمی است که علاوه بر تصاحب اموال عمومی و دولتی، باعث بدبینی مردم به عملکرد دستگاه‌های مرتبط و پلیس می شود. تحقیق حاضر باهدف ارائه الگوی مدیریت پیشگیری انتظامی از جرم زمین‌خواری نگارش شده‌است.روش: این پژوهش از نظر هدف کاربردی، از حیث ماهیت توصیفی - تحلیلی و از نظر روش آمیخته می‌باشد. جامعه موردمطالعه در مرحله کیفی شامل خبرگان مطلع به تعداد 21 نفر بوده که پس از انجام مصاحبه با تعداد 11 نفر، اشباع نظری حاصل شد. در بخش کمی نیز از کارشناسان جرم شناسِ زمین‌خواری پلیس پیشگیری هر استان جمعاً به تعداد 32 نفر درنظرگرفته شده که باتوجه به کل شمار بودن، حجم نمونه معنا نداشت. در بخش کیفی، ابزار تحقیق مصاحبه نیمه ساختاریافته بوده که به‌منظور تجزیه و تحلیل داده‌ها، از تحلیل مضمونی و کدگذاری باز و انتخابی استفاده گردید. در بخش کمی ضمن استفاده از آمارهای توصیفی و استنباطی، برای اولویت بندی از آزمون فریدمن و برای تجزیه وتحلیل داده‌ها، از نرم‌افزار spss بهره گیری شد.یافته‌ها: در این پژوهش، چهار بعد شامل 1- بعد مدیریت با 3 مولفه مدیریت و فرماندهی، آموزش و انتصاب، 2-بعد عوامل ساختاری با 2 مولفه ساختار سازمانی و مقررات سازمانی، 3- بعد طرح ریزی و برنامه‌ریزی با 3 مولفه هدف‌گذاری، سیاست‌گذاری و آمار جرائم و 4- بعد توسعه و اصلاح با 2 مولفه ادامه فرآیند و تبدیل و اصلاح با مجموعاً 22 شاخص برای مولفه‌های ده گانه مذکور به‌دست آمد.نتیجه‌گیری: با توجه به یافته‌های تحقیق، تدوین دستورالعمل‌ها و شیوه نامه‌های پیشگیری انتظامی از جرم زمین‌خواری با رویکرد مسئول سازیِ سازمان‌های دخیل با محوریت پلیس پیشگیری فراجا، از نتایج تحقیق حاضر است.

background and purpose: in the issue of disciplinary prevention of land grabbing crime, there is a need to design a management model to integrate the implementation of the approved and of course different instructions of the relevant organizations.method: this research is applied in terms of purpose, descriptive-analytical in nature, and mixed in terms of method. the community under study in the qualitative phase, informed experts with a theoretical saturation sample size of 11 people and a small part of land grabbing criminologists of the prevention police of each province. 32 people have been considered, which considering the total number, the sample size was not significant. in the qualitative section, the research tool was semi-structured interview, which was used for data analysis, thematic analysis and open and selective coding. in the quantitative section, friedman test and spss software were used.findings: in this research, 4 dimensions include 1- management dimension with 3 components of management and command, training and appointment, 2- structural factors dimension with 2 components of organizational structure and organizational regulations, 3- planning and planning dimension with 3 goal components setting, policy making and statistics of crimes and 4-dimension of development and reform with 2 components of continuing the process and transformation and reform with a total of 22 indicators for the aforementioned 10 components were obtained.conclusion: in the prioritization, structural factors, planning and planning, development and reform and management have priority in the design of the management model for the disciplinary prevention of land grabbing crime.
