شیوه‌های پیشگیری از ارتکاب جرائم مرتبط با مواد روانگردان نوپدید

زمینه و هدف: گسترش جرائم مرتبط با مواد روانگردان نوظهور و تغییر در الگوهای مصرف و نوع جرائم ارتکابی، مبارزه و پیشگیری از این موضوع را با مشکلات بسیاری مواجه نموده و نیاز است نسبت به شناسایی شیوه‌های پیشگیرانه، یک الگوی جامع برای مدیریت جرائم مربوطه طراحی نمود. تحقیق حاضر با هدف شناسایی شیوه‌های پیشگیری از ارتکاب جرائم مرتبط با مواد روانگردان نوظهور انجام شد.روش: تحقیق حاضر اکتشافی و از نوع تحقیقات آمیخته بود. مشارکت‌کنندگان بخش کیفی پژوهش، شامل 13 نفر از خبرگان و متخصصین مبارزه با جرائم مرتبط با مواد روانگردان نوظهور و جامعه آماری بخش کمی نیز شامل خبرگان و افسران و روسای پلیس پایگاه‌های مبارزه با مواد مخدر تهران بزرگ به تعداد 88 نفر بوده که با استفاده از فرمول کوکران تعداد 72 نفر با استفاده روش نمونه‌گیری تصادفی طبقه‌بندی شده به عضویت اعضای نمونه آماری تحقیق انتخاب شدند. به‌جهت تحلیل داده‌های کیفی از نرم‌افزار مکس‌کیودی‌ای و برای تحلیل توصیفی و استنباطی داده‌های حاصل از پرسش نامه از نرم افزار spss استفاده شد.یافته‌ها و نتایج: یافته‌ها منجر به شناسایی روش‌های پیشگیرانه در قالب 4 زمینهاگیر، 10 زمینهزمان‌دهنده و 40 زمینهیه‌ای شد. چهار زمینه فراگیر به‌عنوان ابعاد پیشگیری از ارتکاب جرائم مرتبط با مواد روانگردان نوظهور عبارتند از: 1- تمرکز بر حوزه تحقیقات و آموزش، 2- تمرکز بر حوزه قوانین، 3- تمرکز بر حوزه مقابله و 4- تمرکز بر ارزش‌های دینی و کارکردهای فرهنگی. همچنین نتایج نشان داد شیوه‌های شناسایی شده دارای اعتبار کافی بوده و می‌توان از آن در فرایند پیشگیری از ارتکاب جرائم مرتبط با مواد روانگردان نوظهور استفاده نمود.

background& purpose: the spread of crimes related to emerging psychoactive substances and the change in the patterns of consumption , the fight and prevention of this issue have faced many problems and there is a need to identify preventive methods, a comprehensive model for management of relevant crimes was designed. the present research was conducted with the aim of identifying ways to prevent crimes related to emerging psychoactive substances.methodology: the current research was exploratory and mixed type of research. the participants of the qualitative part of the research included 13 experts and specialists in fighting crimes related to emerging psychoactive substances, and the statistical population of the quantitative part also included all the officers and police chiefs of the anti-narcotics centers of greater tehran, totaling 88 people, who used according to cochran's formula, 72 people were selected as members of the statistical sample of the research using the stratified random sampling method.findings: it led to the identification of preventive methods in the form of 4 comprehensive themes, 10 organizing themes and 40 basic themes. 1- focusing on the field of investigations and education, 2- focusing on the field of laws, 3- focusing on the field of confrontation and 4- focusing on religious values and cultural functions were introduced as dimensions of prevention of crimes related to emerging psychoactive substances.results: it showed that the identified methods have sufficient validity and can be used in the process of preventing crimes related to emerging psychoactive substances.
