پیشگیری از آسیب‌های ناشی از پروژه‌های اقتصادی از طریق ارزیابی تاثیر جرم شناختی

زمینه و هدف: هر پروژه‌ی اقتصادی که در قالب یک مداخله‌ی دولتی یا خصوصی انجام می شود به جهت ابعاد پیچیده و چندبعدی آن، آثاری بر جامعه‌ی انسانی و زیست‌محیطی در سطح ملی و منطقه‌ای خواهد داشت. امروزه یکی از چالش‌ها و مشکلات توسعه در بسیاری از کشورها عدم پیش‌بینی و کاهش پیامدهای منفی سیاست‌ها، طرح‌ها و پروژه‌هاست که گا‌ها به شکل جبران‌ناپذیری جوامع را متاثر می سازد. ابعاد آسیب‌های ناشی از این‌گونه مداخلات می‌تواند زیست‌محیطی، اقتصادی، اجتماعی و همچنین جرم شناختی باشند. مسئله مهم در پژوهش حاضر این است که اولاً چه آسیب‌های جرم‌زایی ممکن است از پروژه‌های اقتصادی منتج شود و ثانیاً در چه بستری می‌توان این قبیل آسیب‌ها را پیش‌بینی و پیش‌گیری نمود.روش: پژوهش حاضر به‌صورت توصیفی و تحلیلی انجام شده است.یافته‌‌ها و نتایج: هر پروژه‌ی اقتصادی با توجه به مجموعه‌ای از شاخصه‌ها ازجمله مکان اجرا، تعداد نیروی کار مورد نیاز، ساختار اجتماعی و فرهنگی جامعه میزبان و... فارغ از آثار مثبتی که می‌تواند داشته باشد، آسیب‌های احتمالی ناخواسته، کوتاه‌مدت و بلندمدتی همچون گسترش اقتصاد غیررسمی و مشاغل کاذب، فقر، بیکاری، بی‌هنجاری و تضاد اجتماعی، حاشیه‌نشینی و ... در پی دارد که خود بستر بروز انواعی از جرایم در جوامع است. در این راستا ارزیابی اثرات ابزاری مناسب در راستای پیش‌بینی و کاهش پیامدهای ناخواسته و واژگونه‌ی پروژه‌های اقتصادی خواهد بود. ارزیابی تاثیر فرایندی است که پیامدهای اقدامات مداخله ای را پیش از اجرا، هم‌زمان یا پس از اجرا بررسی می کند و در امور اجتماعی و جرم شناختی یک شیوه عالی برای اجرای اصول پیشگیرانه است.

prevention of economic projects harms through the criminological impact assessment

any economic project that is carried out in the form of a government or private intervention will have effects on the human society and the environment at the national and regional levels due to its complex and multidimensional dimensions. today one of the challenges of development in many countries is the failure to predict and reduce the negative consequences of projects, which sometimes irreparably affect societies. the dimensions of harms caused by such interventions can be environmental, economic, social, and criminological. the important issue in the present research is firstly what criminological harms may result from economic projects, and secondly in what context such harms can be predicted and prevented.methodology: the present research has been done descriptively and analytically.results: every economic project, according to a set of indicators such as the place of implementation, the number of required labor, the social and cultural structure of the host society, etc., regardless of the positive effects can have, possible unwanted, short-term and long-term harms such as the expansion of the informal economy, unemployment, , social conflict, marginalization, etc., which itself is the basis for the occurrence of various types of crimes in societies. in this regard, the assessment of the effects will be a suitable tool in order to predict and reduce the unwanted consequences of economic projects. impact assessment is a process that examines the consequences of intervention measures before, during, or after implementation, and in social and criminological affairs, it is an excellent way to implement preventive principles.
