تاثیر عملکرد پلیس در پیشگیری از پیامدهای قتل عمد مطالعه موردی استان چهارمحال و بختیاری

زمینه و هدف: امروزه یکی از جرائم ارتکابی در استان چهارمحال و بختیاری که به عنوان یکی از چالش‌های مهم مطرح شده، پدیده قتل و جرائم ارتکابی بعد از آن از جمله سرقت، نزاع دسته جمعی، قتل انتقام جویانه است. در سالیان اخیر روند رو به رشدی را دنبال کرده است که معلول علل و عوامل مختلفی می‌باشد و عواقب و پیامدهای ناگواری برای استان به دنبال دارد. هدف از انجام این پژوهش بررسی تاثیر عملکرد پلیس در پیشگیری از پیامدهای ناشی از قتل در استان چهارمحال و بختیاری است.روش شناسی: روش این تحقیق از نظر هدف کاربردی و از نظر روش و ماهیت به صورت توصیفی و اکتشافی می باشد. جامعه آماری شامل کلیه فرماندهان و مدیران فرماندهی انتظامی استان چهارمحال و بختیاری و بازپرسان قتل هستند.یافته‌ها: یافته های این پژوهش حاکی از آن است که پلیس با بهره‌گیری از روش‌های پیشگیری، نقش مهمی در پیشگیری از جرایم ناشی از قتل در استان چهارمحال و بختیاری دارد و بطور کلی چهار نقش اطلاعاتی، کنترلی، تعاملی و مقابله‌ای به عنوان نقش‌های پلیس در پیشگیری از پیامدهای ناشی از قتل در استان چهارمحال و بختیاری مشخص گردیدند.نتیجه‌گیری: نتایج حاصل از این پژوهش نشان داده که نقش اطلاعاتی در اولویت اول، نقش تعاملی در اولویت دوم، نقش کنترلی در اولویت سوم و نقش مقابله‌ای در اولویت چهارم قرار دارند لذا هریک از نقش‌های چهارگانه دارای سه عامل موثر هستند.

Police perform on prevention of murder consequences

Police is a social organization that along with its important duty which is affording discipline and security, presents various services to the citizens. Because of expressive nature of the missions of this organization, it’s always evaluated by society. Occurring some malfunctions, misbehaviors, and different cases of corruption on the side of some police personnel has led to this fact that people generalize it to the whole organization and even the executive system of the country. The present article uses qualitative approach and analyze the phenomenon of corruption among police staff by means of phenomenological method. This article referring to theories of some theorists such as Roebark and Barker, Punch, Syed and Bruce and others analyzes corruption typology, macro and micro corruption, theory of few apples and so on. The results show that some factors such as social and economic conditions of society, tasterelational selection and recruitment far from terms and conditions, unbalance between salary and social welfare, commitment to the codes of silence, lack of true supervision are influential in reinforcement of corruption in police organization. Finally, the approaches necessary to combat corruption in the organization of police go around concepts such as true supervision over recruitment, education and supervision, using stick and carrot approach, strong navigation and management and involving society.
