رویکرد پلیس ایران در سیاست جنایی مشارکتی

کشورهای دارای سیاست جنایی پویا، دارای سازمان‌های پلیسی بر مبنای رویکرد جامعه‌محور هستند که به جای تکیه بر ابزارهای سرکوب‌گرانه و قهرآمیز در برخورد با بزهکاری در سایه برقراری تعامل گسترده و سازنده با همه ارکان جامعه به ویژه مردم و نهادهای اجتماعی از حمایت‌های جامعه در برقراری نظم عمومی برخوردار می‌شوند. چنین تعاملی نماد بارزی از مفهوم سیاست جنایی مشارکتی است.تبیین رویکرد انتظامی پلیس در تامین نظم و امنیت، تبیین و تشریح اهمیت جایگاه مشارکت عمومی و تبیین و تشریح زمینه‌ها و الزامات توسعه سیاست جنایی مشارکتی در پلیس ایران و جامعه ایرانی هدف تحقیق می‌باشد.روش: تحقیق از حیث هدف کاربردی و از نظر روش، اسنادی است و ابزار گردآوری اطلاعات فیش‌ برداری است.یافته‌ها: نیروی انتظامی در رویکرد جدید خود با تحولات سازمانی، تجدید نظر در ساختار ناجا و ایجاد رده‌های جدید، تهیه برنامه‌های سالانه، پنج ساله و سند چشم‌انداز در افق سال 1404 ه. ش و انجام بازرسی و نظارت‌های دقیق بر عملکرد کارکنان و سازمان، ضمن کوشش برای انجام هر چه مطلوب‌تر، سریع‌تر و به هنگام خدمات پلیسی، در صدد است تا بخشی از وظایف خود را با مشارکت مردم انجام دهد.نتیجه‌گیری: نتایج نشان می‌دهد رویکرد ایجابی، جامعه‌محور و دانشبنیان و همچنین توسعه سیاست جنایی مشارکتی در پلیس ایران نیازمند تحول بیشتر در ساختار و تشکیلات، توجه به پلیس حرفه‌ای و اجتماعی، کاربرد فناوری‌های جدید، تحول در روش‌های خدمت‌رسانی به جامعه و توسعه اقدامات فرهنگی و اجتماعی برای ارتقاء سطح مشارکت مردم در نظم و امنیت اجتماعی است.

Iranian Police Approach to Participatory Criminal Policy

Dynamic criminal policy countries have communitybased police organizations that rely instead on repressive and coercive tools to deal with crime in the light of widespread and constructive engagement with all elements of society, especially the public and Social institutions enjoy the support of society in establishing public order. Such an interaction symbolizes the concept of participatory criminal policy. The purpose of this study is to explain the police approach to order and security, to explain and explain the importance of public participation, and to explain the context and requirements for the development of participatory criminal policy in Iranian police and Iranian society.Methodology: The study is applied in terms of purpose and in terms of method, it is a document and is a tool for data collection.Results: The police in their new approach to organizational changes, revising the structure of the NAJA and creating new classes, preparing annual, fiveyear plans and vision papers in the horizon of 1404 e. By conducting inspections and strict monitoring of staff and organization performance, it seeks to perform part of its duties with the participation of the public, while striving to perform as efficiently, expeditiously as possible during police service. Conclusion: The results show that a positive, communitybased and knowledgebased approach, as well as the development of a participatory criminal policy in the Iranian police, require further changes in structure and organization, attention to professional and social police, application of new technologies.
