شناسایی عوامل مرتبط با پیشگیری از تخلفات فراگیران در آموزشگاه علمی و تخصصی شهید بهشتی نیروی انتظامی

زمینه و هدف: شناخت صحیح و به موقع ریشه‌های بروز تخلفات در کارکنان می‌تواند باعث پیشگیری از بروز رفتارهای منفی و مخرب توسط کارکنان سازمان شود. عدم پیش‌بینی و پیشگیری به‌موقع از رفتار تخلف‌آمیز کارکنان باعث می‌شود فعالیت‌های اصلی سازمان با اختلالات کارکردی مواجه و عملکرد سازمان‌ تضعیف شود. هدف از این پژوهش شناخت عوامل اصلی پیشگیری از تخلفات فراگیران و ارایه راهکارهای مناسب برای کاهش تخلفات کارکنان است. روش: پژوهش حاضر از نظر هدف کاربردی و از نظر روش جمع‌آوری داده‌ها، کیفی از نوع دلفی است. جامعه آماری تحقیق شامل فرماندهان مراکز آموزش ناجا و کارشناسان معاونت تربیت و آموزش ناجا بوده که به صورت هدفمند تعداد 35 نفر به‌عنوان نمونه آماری تحقیق انتخاب شدند. برای جمع‌آوری داده‌ها از پرسشنامه دلفی در دو مرحله استفاده و نظرات خبرگان در خصوص عوامل اصلی پیشگیری از تخلفات در کارکنان با استفاده از ضریب هماهنگی توافقی کندال تحلیل گردید. برای محاسبه ضریب هماهنگی توافقی کندال از نرم افزار spss16 استفاده گردید. یافته‌ها: تجزیه و تحلیل نظرات خبرگان نشان داد عوامل اصلی پیشگیری از تخلفات فراگیران در آموزشگاه‌های علمی تخصصی شامل «عوامل پیشگیری وضعی»؛ «عوامل پیشگیری اجتماعی»؛ «عوامل پیشگیری کیفری»؛ «عوامل فرماندهی» ؛ «عوامل برون سازمانی» ؛ «عوامل صیانتی و نظارتی» و «عوامل مدیریتی» بوده است نتایج: نتایج کلی تحقیق نشان داد شناسایی صحیح و به‌موقع عوامل اصلی پیشگیری از تخلفات کارکنان در سازمان می‌تواند مانع از بروز تخلفات در کارکنان شود لذا پیشنهاد می‌گردد مدیران سازمان‌ها در جهت پیشگیری از تخلفات کارکنان به عوامل فوق توجه ویژه نمایند .

Identifying the factors related to the prevention of students’ violations in the scientific and specialized school of Shahid Beheshti of the police force

Background and Aim: Lack of timely forecasting and prevention of employees’ delinquent behavior causes the main activities of the organization to face functional disorders and weakens the organization’s performance. The purpose of this study is to identify the main factors in preventing learners’ violations and to provide appropriate solutions to reduce staff violations. Method: The present study is applied in terms of purpose and Delphi quality in terms of data collection method. The statistical population of the study included the commanders of the NAJA training centers and the experts of the NAJA Training and Education Deputy. A total of 35 people were selected as the statistical sample of the study. To collect data, the Delphi questionnaire was used in two stages and the opinions of experts on the main factors of preventing violations in employees were analyzed using Kendall’s agreement coordination coefficient. SPss16 software was used to calculate the agreement coefficient of Kendall. Results: The analysis of experts ’opinions showed that the main factors in preventing learners’ violations in specialized scientific schools include situational prevention factors; Social prevention factors; Criminal prevention factors; Command agents; External factors; There have been protective and supervisory factors and managerial factors Results: The general results of the research showed that correct and timely identification of the main factors preventing employee violations in the organization can prevent the occurrence of violations in employees,
