بازتعریف سیاستهای حوزه آموزش عمومی و فنی‌حرفه‌ای با توجه به پاندمی کووید- 19: توصیه‌های سیاستی برگرفته از مرور نظام‌مند

یکی از پیامدهای پاندمی کووید-19، تعطیلی مدارس بوده است. در این مرور نظام‌مند‌ با بهره‌گیری از خرد جهانی برای رویارویی نظام آموزش‌وپرورش با پاندمی کووید-19، منابع معتبر موجود در حوزه اندیشه و عمل آموزش‌وپرورش که پس از شیوع ویروس کرونا در جهان انتشاریافته به‌صورت نظام‌مند مرور شده است. ده پایگاه اطلاعاتی و موتور جستجو و همچنین شش وب‌سایت‌ بین‌المللی با استفاده از کلیدواژگان اصلی پژوهش بررسی و درنهایت 2706 مطالعه بازیابی شده است. مطالعات واردشده به پژوهش  به‌صورت تمام‌ متن تحلیل و گزاره‌های سیاستی در شش مقوله از پیش‌ تعیین‌شده زیرنظامهای راهبری و مدیریت؛ برنامه درسی، تدریس و منابع یادگیری؛ تربیت‌معلم و تامین منابع انسانی؛ تامین و تخصیص منابع مالی؛ تامین فضا، تجهیزات و فناوری و همچنین پژوهش و ارزشیابی بازبینی و بازتعریف شده‌ اند. برخی از توصیه‌ها عبارت‌اند از: بازنگری همۀ سیاستهای تعلیم و تربیت و اسناد بالادستی به‌ منظور چرخش در جهت روال جدید زندگی روزانه؛ پیشگیری از خطر  فرسودگی و خستگی معلمان و کارکنان آموزشی با طراحی و اجرای برنامه‌های حمایتی همه‌جانبه؛ پیشگیری از خطر «فرسایش والدگری» با  طراحی و اجرای دوره‌ها و برنامه‌های آموزشی توانمند‌ساز برای والدین بر پایه نقشه محتوایی همه‌جانبه. بر اساس یافته‌های پژوهش حاضر با به کار بستن این سیاستها و استانداردها در حین گذر از این بحران و پس ‌از آن، کیفیت آموزش‌وپرورش نه‌تنها آسیب نمی‌بیند بلکه با حفظ میراثهای ارزشمند کووید-19 نظام آموزش‌وپرورش بهسازی نیز خواهد شد.

redefining policies in general and vocational education in the light of covid19 pandemic: policy recommendations stemmed from a systematic review

one of the consequences of the covid19 pandemic has been the closing of schools around the world. to explore different ways that this byproduct of the pandemic has been confronted across the world, a systematic review of 2706 studies, published following the spread of the virus by reputable online sources was undertaken. the full content of each study was analyzed in terms of policy statements in predetermined areas of subsystems of leadership and administration, curriculum, teaching and learning resources, teacher training, and provision of human resources, financial provisions and allotment, space provision, technological equipment, and research and evaluation. based on the derived statements recommendations are made which include the following: review of all educational policies and documents aimed at adjusting them to the new normal, prevention of teachers and staff’s exhaustion and fatigue through the design and implementation of programs of multidimensional support, and prevention of parental fatigue through educational programs of empowerment for parents. based on the findings of the study, if the recommended policies and standards are implemented throughout the crisis and thereafter, not only the quality of education would not suffer, but with the lessons learned from covid era the educational system can improve as well.
