ارزیابی عوامل موثر بر عملکرد تعاونی‌های تولید در حوزه آبریز استان خوزستان با تاکید بر مدیریت شبکه‌های آبیاری و زهکشی

تعاونی ها از انواع دستگاه های مدیریت مشارکتی، محسوب میگردند که با فراهم آوردن سازوکارهایی موجب نقشآفرینی کشاورزان در تصمیم گیریها و مدیریت کشاورزی، میشوند. در این راستا، تشکلهای بهرهبرداران آب باهدف کاهش نقش دولت و افزایش نقش مصرفکنندگان آب و سایر نهادهای محلی در مدیریت شبکه های آبیاری تشکیل شده و نقش کلیدی را در مصرف بهینه آب بر عهده دارند. لذا این تحقیق باهدف ارزیابی عوامل موثر بر عملکرد تعاونیهای تولید در حوزه آبریز استان خوزستان با تاکید بر مدیریت شبکه های آبیاری و زهکشی، انجام شد. جامعه آماری تحقیق را تمامی اعضای تعاونیهای تولید در محدوده شبکه های آبیاری و زهکشی استان خوزستان تشکیل دادند ) 5831 = n(. حجم نمونه با استفاده از جدول نمونه گیری بارتلت و همکاران ) 2001 ( و به روش تصادفی طبقهای با انتساب متناسب )برحسب تعاونیهای تولید عضو(، 361 نفر تعیین گردید. نتایج حاصل از تحلیل عاملی حاکی از آن است که عوامل موثر بر عملکرد تعاونیهای تولید در حوزه آبریز استان خوزستان شامل عوامل اقتصادی و مالی، اجتماعی- فرهنگی، حقوقی- سیاسی، مدیریتی و فنی میباشند. نتایج حاصل از تحلیل چند معیاره با استفاده از تکنیک ahp نیز نشان داد که معیار مدیریتی در راستای موفقیت تعاونیهای تولید نسبت به سایر معیارها بالاترین اولویت را به خود اختصاص میدهد. درواقع، این یافته نشان میدهد که پیشنیاز موفقیت تعاونیهای تولید در استان خوزستان، بهبود و توانمندسازی ساختارهای مدیریتی در بخشهای برنامه ریزی، سازماندهی، هماهنگی، کنترل، اجرا و ارزیابی در تعاونیهای مذکور هست. لذا، ضرورت دارد که در گام اول فرهنگ ایجاد رفتار مشارکتی در بین اعضاء هر تعاونی نهادینه گردد و سپس توانمندسازی آنها در ابعاد فنی و تخصصی موردتوجه قرار گیرد

evaluation of effective factors on the performance of production cooperatives in the catchment area of khuzestan province with emphasis on the management of irrigation and drainage networks

cooperatives are one of the types of participatory management systems, which provide farmers with a role in decision-making and agricultural management by providing mechanisms. in this regard, water users' organizations are formed with the aim of reducing the role of government and increasing the role of water consumers and other local institutions in the management of irrigation networks and play a key role in optimal water consumption. therefore, this study was conducted to evaluate the factors affecting the performance of production cooperatives in the catchment area of khuzestan province with emphasis on the management of irrigation and drainage networks. the statistical population of the study consisted of all members of production cooperatives within the irrigation and drainage networks of khuzestan province (n = 5831). the sample size was determined using the sampling table of bartlett et al. (2001) and by stratified random sampling method with proportional assignment (according to member production cooperatives), 361 people. the results of factor analysis indicate that the factors affecting the performance of production cooperatives in the catchment area of khuzestan province include economic and financial, socio-cultural, legal-political, managerial and technical factors. the results of multi-criteria analysis using ahp technique also showed that the management criterion is the highest priority for the success of production cooperatives compared to other criteria. in fact, this finding shows that the prerequisite for the success of production cooperatives in khuzestan province is the improvement and empowerment of management structures in the areas of planning, organizing, coordinating, controlling, implementing and evaluating production cooperatives. therefore, it is necessary to institutionalize the culture of creating participatory behavior among the members of each cooperative in the first step, and then to empower them in technical and professional dimensions.
