بررسی وضعیت واگذاری فعالیت‏های کشاورزی و منابع طبیعی به بخش غیردولتی از نظر مدیران و کارشناسان وزارت جهاد کشاورزی

همانند اکثر سازمان‌های امروزی، به‌منظور کارآمدی فعالیت‌های بخش کشاورزی و منابع طبیعی، توازنی از هر دو بخش دولتی و غیردولتی در انجام فعالیت‌ها باید وجود داشته باشد. با توجه به ضرورت افزایش نرخ واگذاری فعالیت‌ها به بخش غیردولتی، تحقیق حاضر در وزارت جهاد کشاورزی انجام گرفت. در پژوهش حاضر، با بهره‌گیری از روش کیفی، مصاحبه نیمه ساختاریافته ای با 21 نفر از مدیران و کارشناسان مسئول آگاه از زمینه موضوع تحقیق انجام شد. یافته‌های تحقیق با استفاده از نرم‌افزار maxqda تحلیل شد. نتایج تحقیق نشان داد که مهم‌ترین بخش از واگذاری فعالیت‌ها در وزارت جهاد کشاورزی مربوط به واگذاری ترویج و خدمات کشاورزی به بخش خصوصی است و دولت عمدتاً در زمینه سیاست‌گذاری و تصمیم‏سازی های کلان بخش کشاورزی نقش دارد و لذا به مشارکت بیشتر بخش غیردولتی در این زمینه نیاز است. همچنین بخش غیردولتی در سرمایه‌گذاری و تولید نقش بسیار زیادی دارد و در این باره به هدایت و حمایت دولت از کشاورزان خرده‌پا نیاز است. در زمینه مدیریت و نظارت و ارزشیابی، مشارکت نهادهای غیردولتی(به‌ویژه نهادهای مردمی و تعاونی) به دلایلی همچون ضعف و ناتوانی این تشکل‌ها در چانه‌زنی و مذاکره، بسیار کم است؛ بنابراین، در فهرست پیشنهادهای این تحقیق، اولین و مهم‌ترین راهکار، توانمندسازی بخش غیردولتی برای ایفای نقش خود در زمینه بهبود وضعیت کشاورزی و منابع طبیعی است.

Delegating Agriculture and Natural Resource Activities to the Nongovernmental Sector Managers’ and Experts’ Vision in Ministry of JihadAgriculture

Like most organizations today, in order to achieve effectiveness in the agriculture and natural resources sector, there must be a balance between both the governmental and nongovernmental sectors in carrying out the activities.  Given the need to increase the rate of delegation to nongovernmental sector, the current study was conducted at the Ministry of JihadeAgriculture. Using a qualitative method, semistructured interviews were conducted with managers or experts who had the experience of delegating projects to private sector (n=21). Data were analyzed using MAXQDA software. Findings showed that in the Ministry of JihadeAgriculture the most important part of the delegations to private sector has been in extension and training services. Presently, the role of the government is largely in the field of "national policy making and decision making in the agricultural sector", and there is a need for the involvement of the nongovernmental sector in this field. Also, the part of the nongovernmental sector in the "investment" is very large, and the need for supporting, guidance and assistance to small farmers in this field is apparent. In the field of "management, monitoring and evaluation", the participation of nongovernmental organizations, especially the public and cooperative institutions, is very limited.  One reason is the lack of lobbying power and low ability of these organizations to negotiate with government. Therefore, in the list of suggestions in this research, the first and most important one is to empower the nongovernmental sector to play its role in improving the condition of agriculture and natural resources in Iran.
